The 5700 85th Ave. N. station will remain active with full-time firefighters. ____________________ General Purpose 1. The City of Brooklyn Park (Owner) requests qualifications information to evaluate and select a Construction Manager at Risk (CMaR) for the construction of a new Fire Station. 2. The Selection of the CMaR will be done through a two-step process: In the first step, Owner will evaluate the qualifications of each respondent using uniform criteria (Section F.2, below) and choose a short-list of two to five respondents as CMar finalists. In the second step, the short-listed respondents will be solicited to submit a proposal responding to a Request for Proposal (RFP) for Construction Manager at Risk services. The evaluation panel will score each respondent's proposal based on RFP published criteria, and interview up to the three (3) highest scoring respondents. Owner will enter contract negotiations with the highest-scoring respondent. 3. The award of a contract to the selected CMaR will be subject to Owner funding and the CMaR and Owner agreeing to a Guaranteed Maximum Price (GMP) for the project work, as per the construction documents. 4. Owner will use AIA Document A133-2019 and A201-2017, as modified by Owner, as the form of agreements between Owner and the selected CMaR Project Background Existing Building The new site for Fire Station #2 will be located at 8600 Zane Ave. The site is bordered by Edinbrook Terrace with commercial properties to the south, and east of the building site. This project is for new construction and without an existing structure requiring modification and/or demolition. Brooklyn Park Fire is a career department currently consisting of 50 personnel working both daytime and 24-hour shifts. Planning for growth is essential as our community is projected to increase in population over 100,000 residents within the next seven years. Due to the existing age of the facility, increased maintenance costs, functionality of the facility and a new fire response model the existing facility is not able to meet the growing demands of the fire and EMS response systems. Project Description Proposed Building The proposed building square footage will be identified through the pre-design phase of the project and to be based on the following features and areas of emphasis: 10 apparatus bays Public lobby and historical component Administrative conference room Emergency Operations Center capabilities Training rooms-breakout options Offices Living area Kitchen Locker rooms Fitness rooms Dorm rooms (gender neutral) Training tower/multiple purpose training opportunities as part of the design Storage areas Hot zone separation/transition with decontamination and PPE storage Building materials are durable and LEED standards are considered to reduce long-term maintenance and operational costs With the above listed amenities it is currently estimated to be a 50,000-62,000 square foot facility. Project Budget & Funding The total project budget ("Budget") is estimated at $32,000,000 to $40,000,000 depending on final square footage. The GMP is estimated to be approximately $30,000,000 to $36,000,000 depending on final square footage. This amount includes the cost of work to be performed by the CMaR, the CMaR's fee, all expenses of the CMaR that are typically referred to as "reimbursable expenses", and all work to be performed by the CMaR's Subcontractors. The GMP components will be contractually-defined in AIA Document A133-2019 *The value for this project is based on a financial range. The value is listed as the highest possible cost from the range provided by a stakeholder or official project document. Construction Phase- September 2025 to December 2026; Question Deadline 07/09/2024 at 1:00 PM CT Project Closeout April 2027
