Site work and paving for a mixed-use development in Pope Valley, California. Working plans call for site work for a sidewalk / parking lot; for paving for a sidewalk / parking lot; and water / sewer project.

The location of construction is on a District-owned water treatment facility located at 2446 Stagecoach Canyon Road, Pope Valley, CA 94567. After which they will be opened and read under the social distancing protocol in enforcement at the time, for the construction in accordance with the Plans and Special Provisions thereto, to which special reference is made as follows: LBRID Water Treatment Facility Upgrades Project Scope includes repaint, refurbish all listed surfaces in the bid item description and shown in the photo-documentation exhibit; to include all surface preparation, procurement of material, and application of all material. Scope of work also includes repair of building sidings and gutters, reinforcing stairs and pouring new concrete landing, and seal cracks in concrete, and all other items listed in the bid item descriptions and shown in exhibits. Bids shall be submitted under sealed cover plainly marked as a proposal, and identifying the project to which the proposal relates and the date of the bid opening therefore. Proposals which are not properly marked may be rejected. Engineers Estimate: $55,000 Bids are required for the entire work called for by the Plans and Specifications, and neither partial nor contingent bids will be considered. Bids must be valid for 60 days from the date bids are opened. Bid results of the three apparent low bidders with their subcontractor's list will be on the above website the following day after the bids are publicly opened and read. In accordance with California Public Contract Code Section 3400, bidders may propose equals of products listed in the technical specifications or project plans by manufacturer name, brand or model number, unless the technical specifications or plans specify that the product is necessary to match others in use. Complete information for products proposed as equals must be submitted to the District's business office for review at least ten (10) days before the time specified for bid opening. In accordance with Section 1771.1 of the Labor Code, a contractor or subcontractor shall not be qualified to bid on, be listed in a bid proposal, subject to the requirement of Section 4104 of the Public Contract Code, or engage in the performance of any contract for public works, as defined in this chapter, unless currently registered and qualified to perform public work pursuant to Section 1725.5. It is not a violation of this section for an unregistered contractor to submit a bid that is authorized by Section 7029.1 of the Business and Professions Code or by Section 10164 or 20103.5 of the Public Contract Code, provided the contractor is registered to perform public work pursuant to Section 1725.5 at the time the contract is awarded. In accordance with the California Labor Code Section 1773.2, copies of the applicable determinations of the Director are on file with at the District's business office and may be reviewed upon request. In accordance with the provisions of Section 1774 of the Labor Code, the contractor to whom the contract is awarded, and any subcontractor under him, shall pay not less than the specified prevailing rates of wages to all workmen employed in the execution of the contract. This project is subject to requirements of the standard ARPA provision for MBE/WBE. All contractors must complete the Six 'Good Faith Efforts' as outlined in Section D and exhibit D of these specifications and the funding agreement prior to bid opening. Failure to submit the appropriate documentation and forms with the bid shall cause the bid to be rejected as non-responsive. If subcontractors will be used, a Good Faith Effort to reach out to MBE/WBE/SBE's is required for this project. No bid will be considered unless it is made on a blank form furnished by the District Engineer and is made in accordance with the provisions of the proposal requirements and conditions set forth under the 2018 Standard Specifications of the State California, Department of Transportation, except as modified by the Special Provisions. A bid guarantee in the amount of 10% of the total bid shall accompany the bid. The successful bidder shall be required to furnish a performance bond and a payment bond in an amount equal to 100% of the contract price. Each bidder must be licensed as required by law. The Contractor or subcontractors shall possess required Class "A", license at the time of contract award. The Contractor and sub-Contractor shall be registered with the State of California Department of Industrial Relations (Public Works Contractor (PWC) Registration) at the time of award. Contractors are required to sign-in at the site to be eligible to bid; and eligible bidders are required to complete and submit the Site Visit Affidavit found in the Proposal Form pages with their bids. The Governing Board reserves the right to reject any or all bids. The District reserves the right to reject any proposals which are incomplete, obscure, or irregular, any proposals which omit a bid on any one or more items for which bids are required; any proposals which omit unit prices if unit prices are required; any proposal in which unit prices are unbalanced in the opinion of the District; any proposals accompanied by insufficient or irregular proposal guaranty; and any proposals from bidders who have previously failed to perform properly or to complete contracts of any nature on time. Attention is directed to all of the provisions of Section 8 "Prosecution and Progress" of the Standard Specifications and these Special Provisions. The Contractor shall begin work on the base bid within four (4) working days after receiving the Notice to Proceed. This work shall be diligently prosecuted to completion before the expiration forty-five (45) WORKING DAYS beginning the day of issuance of Notice To Proceed, or the first working day in the Notice to Proceed. Contractor shall maintain adequate work force and diligently prosecute work to completion. Attention is directed to the provisions of Section 8-1.10 "Liquidated Damages" of the Standard Specifications and these Special Provisions. The Contractor shall pay to District the sum of FIVE HUNDRED DOLLARS ($500.00) per day for each and every calendar day delay in finishing the work in excess of the number of working days prescribed above and any extension of time granted.
