The city of Gloversville, hereinafter referred to as the City, is soliciting proposals for electrical services for all city buildings, departments, facilities and sites. The purpose of the request for proposals (RFP) is to provide qualified firms, hereinafter referred to as vendors the necessary information for preparing proposals for electrical services that will meet the Citys specific needs. The intent is to award a contract that will guarantee response time and rates for the City. The contract will not guarantee a certain amount of hours or annual sum paid. It is the intent of the City to establish a contract that will extend through calendar years 2024, 2025, and 2026 with the option to extend through calendar years 2027 and 2028. SCOPE OF SERVICES A. The successful Vendor will, at a minimum, provide the following services to meet the specific needs of the City 1. Provide troubleshooting and repair for all electrical equipment at all City sites 2. Do all phases of electrical work, including installation and repair of 120/240, 277/480 wiring, and 3 phase wiring 3. Install and maintain Data and communication wiring and low voltage controls 4. Service and/or repair sewer pumps, controls and generators at the Citys pump stations 5. Provide emergency on-call services for after hours and weekends with a four (4) hour response time B. Vendors will also be required to assist the City with the following: 1. Renovations 2. Remodels 3. New Construction 4. Maintenance of Existing Facilities 5. Power 6. Distribution 7. Conduits 8. Lighting 9. Panels 10. Equipment Connections 11. Low Voltage C. Vendors will need to demonstrate that they have OSHA required training for Lock out/Tag out, Fall prevention and Confined Space. The proposal shall contain, as a minimum, the following sections: A. Letter of intent: Each proposal must be accompanied by a cover letter signed by an officer empowered by the respondent(s) to sign such material and thereby commit the respondent(s) to the obligations contained in the proposal. Faxed proposals will not be accepted. The proposal will become a part of the final contract between the City and the successful Vendor. B. Qualifications: All proposals must provide the firm's related experience including a contact person and phone number. Resumes of the personnel involved with the proposed project and the appropriate contact information should be submitted. C. Hourly Rate: Provide the labor rate, as well as any equipment hourly rates, for services to be provided. Pricing quoted shall be deemed to be firm and not subject to increase during the contractual agreement. Any employee's salaries, benefits and overhead should be included in this rate. D. Insurance 1. Worker's Compensation 2. Applicable State and Federal Coverage 3. Employer's Liability - $500,000 4. Comprehensive General Liability - Bodily Injury - $1,000,000.00 each occurrence 5. Property Damage - $1,000,000 each occurrence 6. Comprehensive Automobile Liability, Bodily Injury: $500,000 each accident. Property damage $500,000 each occurrence. E. Additional Information During the evaluation process, the RFP evaluation committee reserves the right, where it may serve the best interest of the City, to request additional information and clarification from the vendor(s) The City of Gloversville reserves the right to reject any or all proposals, for no stated reason, or to waive any informalities. Any expenses incurred in the preparation of proposals shall be born solely by the respondent(s) with the express understanding that the respondent(s) may not apply to the City for reimbursement of these expenses. Proposals shall not be returned to the respondent(s) once submitted and the City may dispose of them in any way that it sees fit.
