The Project includes the following Work: Water line replacements along Hennessee Bridge Road, New Bybee Road, and AL Cooper Roads consisting of approximately 21,000 L.F. of 12-inch water line construction and related appurtenances. The work to be accomplished under these Specifications consists of the furnishing of all materials, machinery, labor, equipment and services necessary for the construction of water works facilities more particularly described elsewhere in the Specifications and shown on the Plans. The CONTRACTOR shall perform all necessary clearing, staking, excavating, backfilling, grading, clean-up, restoration of damage to property, testing, etc., for the proper and complete installation of the system and restoration of the surface to its original condition. The Project has an expected duration of 400 calendar days. For all further requirements regarding bid submittal, qualifications, procedures, and contract award, refer to the Instructions to Bidders that are included in the Bidding Documents. Section 746 of Title VII of the Consolidated Appropriations Act of 2017 (Division A - Agriculture, Rural Development, Food and Drug Administration, and Related Agencies Appropriations Act, 2017) and subsequent statutes mandating domestic preference applies an American Iron and Steel requirement to this project. All iron and steel products used in this project must be produced in the United States. The term "iron and steel products" means the following products made primarily of iron or steel: lined or unlined pipes and fittings, manhole covers and other municipal castings, hydrants, tanks, flanges, pipe clamps and restraints, valves, structural steel, reinforced precast concrete, and Construction Materials. The following waivers apply to this Contract: Minor Components, Pig iron and direct reduced iron. Each CONTRACTOR choosing to BID must obtain BID DOCUMENTS from the issuing office, James C. Hailey & Company, 360 Cool Springs Boulevard, Suite 100, Franklin, TN 37067, via a non-refundable payment of $50.00. BID DOCUMENTS are non-transferrable. A Bid must be accompanied by Bid security made payable to Owner in an amount of five [5%] percent of Bidder's maximum Bid price (determined by adding the base bid and all alternates) and in the form of a Bid bond issued by a surety meeting the requirements of Paragraph 6.01 of the General Conditions. Such Bid bond will be issued in the form included in the Bidding Documents. Performance, Payment, and Other Bonds A. Contractor shall furnish a performance bond and a payment bond, each in an amount at least equal to the Contract Price, as security for the faithful performance and payment of Contractor's obligations under the Contract. INTERPRETATIONS AND ADDENDA Owner on its own initiative may issue Addenda to clarify, correct, supplement, or change the Bidding Documents. Responses to questions are not part of the Contract Documents unless set forth in an Addendum that expressly modifies or supplements the Contract Documents.
