Project Background The Town of Madison is looking for a cost estimator to assist with the renovations to the former Academy School property located at the corner of Academy Street and School Street in Madison, Connecticut. The town has owned the subject property since 1884. The Site currently has a vacant two-story academic building with a basement and footprint of approximately 21,100. The original building was constructed circa 1884 as a two-story structure known as "Hand Academy". It became a free public high school in 1887. The original building was demolished and Academy School was constructed in 1921. In 1936, an expansion occurred with an addition to the north for a large gymnasium. The remainder of the Site is occupied with athletic fields, basketball court, playground, and parking area. The school was vacated by the Board of Education in 2004 and has remained vacant since. The town is renovating this building to be a new Community Center, referred to as the "Academy Community Center". The architect on the project is Quisenberry Arcari Malik (QA+M). Colliers Project Leaders (CPL) is the Owner's Project Manager represented by John Koplas as the Project Manager. At the request of the Town of Madison, Colliers Project Leaders is seeking qualified and experienced Cost Estimating firms to submit a proposal for Professional Construction Cost Estimating services for the Project named above. Project Scope Description The renovations of the facility will include a complete upgrade of the building's mechanical, electricl and plumbing systems, renovations to the building envelope including a new roof and windows, renovations of the interior spaces, a new elevator, and some planned updgrades to the building site. The Project is anticipated to be permitted in the Spring of 2024 and will be designed to the current edition of the Connecticut State Building Code (Code), and all applicable Federal and State Regulations and Local Ordinances. Project Budget The total budget for construction has been established to be $12.1 million. For purposes of the proposal fee, all proposals shall assume a Design-Bid-Build Project delivery method, bid to pre-qualified contractors, and then constructed through a Lump Sum / General Contractor contract. Early bid packages may be required for abatement /demolition of the existing building and / or site / excavation work during the summer of 2024. Cost Estimator shall provide pricing to include early bid packages as documented by the design team. SCOPE OF SERVICES A. Cost Estimating Services The respondent(s) selected to provide Cost Estimating Services will be required to perform cost estimating services as follows: Provide adequate staff to coordinate and support the Project at each milestone estimate Attend kickoff and periodic milestone meetings as required Perform field visits and activities, as required, to become thoroughly familiar with the site and conditions surrounding the site, as well as document the conditions observed on the site Work with CPL and QA+M to evaluate the risk associated with the design and to ensure that variables such as site logistics, constructability, local participation, shift work, etc., are adequately accounted for in costs Identify long lead items and recommend methods of procurement to achieve the Project schedule Participate in value engineering exercises and evaluate proposed building design systems as to quality, first cost and life cycle cost, constructability, and labor material availability Become familiar with local labor rates and labor conditions/availability. Consult with and advise CPL and QA+M of budget variances and make recommendations for corrective actions Provide quantity takeoffs and third-party tabulations Review drawings and specifications for errors and omissions and trade consistency Construction cost estimates shall include all aspects of demolition, remodeling, new construction, and site improvement work. Estimates shall reflect factors influencing the potential cost of the Project including but not limited to market conditions, escalation and trade availability. All relevant contractor mark-ups including but not limited to Contractor's overhead, profit, and insurance, appropriate design contingencies, general conditions costs, general requirements costs and any local and jurisdictional permitting fees shall be applied to the trade costs sub-total. Escalation costs are to be applied to total trade costs from the start of construction as listed on the Owner's Project schedule. When estimated costs vary from the preceding Project estimates, CPL may determine that it is necessary for the Construction Cost Estimator, in collaboration with the Design Team/Consultants, to undertake a value management evaluation (options, advantages, disadvantages and recommendations) in order to identify specific items with estimated costs to bring the total construction costs back in line within the accuracy range of the Project budget. Colliers Project Leaders will provide the consultant with one (1) set of Documents at each design phase. The consultant shall submit their completed cost estimate as noted within the scheduled dates listed above under the "Project Schedule".
