The City of Santa Barbara's (City) Public Works, Water Resources Division is inviting proposals from qualified civil engineering firms to provide professional design services for the City's Via Lucero Wastewater Forcemain Replacement Project. Project Description The Via Lucero Wastewater Forcemain Replacement Project (Project) will install two new wastewater forcemains (one active and one redundant) along Via Lucero to improve the Via Lucero Lift Station's functionality, improve operational flexibility, alleviate wastewater capacity impacts along State Street, and replace and relocate the existing forcemain from an easement to the City's right of way. The Project was recommended in the City's State Street Sewer Analysis as an alternative option for meeting deficient capacity along the West Segment of the State Street Sewer System. The State Street Sewer Analysis (2017) researched, analyzed, and proposed options for mitigating wastewater capacity issues along upper State Street. In 2017, the City completed a 30% design for the Project and is seeking engineering design services to complete the forcemain design and to develop the construction bid package. The Via Lucero Lift Station (located at 3959 Via Lucero) was constructed in 1959 to pump wastewater through an existing 6-inch cast iron forcemain approximately 180 feet south to a transition manhole and to the State Street sewer system. The existing forcemain is currently located within a narrow ten-foot easement through two private properties, making it difficult to access and maintain. The installation of two new forcemains along Via Lucero to the east of the lift station was identified as a top design alternative in 2017. One forcemain will be in service while the other will serve as a redundant forcemain for repairs and maintenance. In fall 2023 the proposed alignment and design were modeled and validated with the City's wastewater model. The model simulations showed that the design improvements have adequate capacity to convey expected flows for dry and wet weather conditions through 2050. The estimated cost to construct the Project in 2017 was $855,500. Scope of Work
The anticipated Scope of Work is provided below; however, the final Scope of Work will be determined with the selected Consultant as part of the contract during negotiations and based on the suggested approach by the Consultant. The proposed approach will allow Public Works to assess the services provided and modify the services based on periodic review as the Project develops. As of December 7, 2023, the due date and time has been confirmed with the owner.
