The Department of Land and Natural Resources, Division of Forestry and Wildlife (DOFAW) seeks bids for American Samoa Biosecurity Framework Project. Please see Attachments for scope of work. Upon request, Vendor will provide proof of qualifying experiences. Please include all transportation costs and applicable taxes. Vendors must be HCE compliant to qualify for selection. Purchase is based on availability of funds or other internal factors. Payment to be made with State of Hawaii Purchase Order (PO) The Department of Land and Natural Resources seeks assistance to develop a biosecurity framework for American Samoa. American Samoa is a U.S. territory covering 7 South Pacific islands and atolls. Tutuila, the largest island, is home to the capital Pago Pago. Like many other countries, it is facing globalized trade and travel that promote transport of invasive species. In addition, global climate change has enhanced the transport and proliferation of invasive species by expanding species ranges. The spread and impacts of invasive species are likely to be exacerbated by the more variable weather caused by climate change, particularly more intense cyclone/typhoon events. In 2017, the Department of Marine and Wildlife Resources adopted the American Samoa Invasive Species Strategy and Action Plan. The plan provides general principles, framework, and priority actions that this project will strengthen and build upon to address invasive species and improve biosecurity. This project will include three main components that will contribute to the eventual development of an implementation strategy for American Samoa biosecurity. The service period for this project will be 6 months, starting January 2024 and ending July 2024.
