The Proposer shall furnish all tools, equipment, materials, tax, apparatus, facilities, labor, transportation, supervision, and management not provided by Valley Water, to complete the work described in this RFP. The successful Proposer will provide a project manager to oversee the progress and performance of direct installation services by a licensed C27 contractor at a subsidized or no cost to the customer for the new Project described in greater detail in the tasks. Valley Water may add additional services not listed in this RFP detailed in the Scope of Services. Disqualify Proposers who are deemed non-responsive to the RFP requirements. F. Waive informality or immaterial irregularities in proposals; accept or reject all or part of a proposal. G. Use judgment on whether to respond to questions after the question submittal deadline. H. Not award a Purchase Order or Contract. I. Award an agreement to one or more Proposers. J. Require the sole Proposer to submit cost or pricing data to determine if the price is reasonable. The resulting contract is subject to prevailing wages as described below: A. For the billing classifications subject to prevailing wages, Valley Water will not accept a proposal or enter into an agreement with a Contractor, without proof that the Proposer and its subcontractors (for which billing classifications subject to prevailing wages apply) are registered with the California Department of Industrial Relations ("DIR") to perform public work under Labor Code 1725.5, subject to limited legal exceptions.
