Questions Due Date: Dec 11th 2023, 2:00 PM PST Intent to Bid Due Date: Dec 21st 2023, 2:00 PM PST All questions, inquiries, requests for information, requests for clarification and other communications regarding the Invitation for Bids must be submitted using the District's Procurement Portal SMART is seeking Sealed Bids from qualified, licensed, and experienced contractors to perform approximately 40,000 feet of track surfacing, lining, and ballast restoration on SMART's mainline track. All work must be completed by April 30, 2024. This work is being funded using federal funds. A valid Contractor State License Board ("CSLB") Class A - General Engineering Contractor's License WORK COVERED BY CONTRACT DOCUMENTS A. Work may not commence until SMART has issued a Notice to Proceed. B. Contractor shall furnish all supervision, labor, materials (except ballast which SMART is supplying and distributing), equipment, transportation, and any other incidentals necessary to surface and line the track and restore the ballast. C. Contractor is required to perform all work under the supervision of a qualified superintendent or general foremen experienced in railroad track construction and rehabilitation. D. All track rehabilitation shall be performed by supervisors, operators, and laborers experienced at journey level in railroad track rehabilitation. Supervisors, operators, and laborers not qualified to rehabilitate the railroad track will be removed and replaced by qualified personnel when requested by the SMART Manager, at his sole discretion. E. Contractor shall use a production type tamper for this work (I.e. Jackson 6700, Mark IV, or SMART approved equivalent). The tamper shall have a manufacture date of 2012 or later. F. All equipment shall be compliant with Federal Railroad Administration ("FRA") Part 214 Subpart D requirements Contractor may use the following designated locations for storage of Contractor's railbound equipment during periods of non-use: i.
