The City of Waterbury (hereinafter City) is seeking a qualified consultant to provide comprehensive capital projects oversight, general contracting and program management services. Clarification Deadline: 12/11/2023 2:00 PM Proposals submitted must be bound, paginated, indexed and numbered consecutively. Proposers shall complete Attachment C addressed to Mr. McCaffery, which, in part, includes a statement by the proposer accepting all terms and conditions and requirements contained in the RFP, and which shall be signed by a duly authorized official of the organization submitting the proposal. Proposers shall also, as indicated in Attachment C, identify the name of a contact person, along with their telephone number, email address, if applicable, and address, who can be contacted for the purpose of clarifying the information contained in their response to this RFP. In addition to any other information required in Attachment C, proposers shall provide their companys authorization and a request to any persons, firm, or corporation to furnish any information requested by the City of Waterbury in verification of the recitals included in its response to this RFP. The City of Waterbury is the direct entitlement recipient of a $7 million Urban Act Grant approved by the State Bond Commission on October 6, 2023. $4.5 million of the Urban Act Grant will fund the Citys near term purchase of 21 West Main Street (One Exchange Place) and 24-30 Bank Street Properties (The Exchange Courtyard) - two largely vacant downtown office/retail properties that fit well into the Administrations vision for Downtown Redevelopment Phase III and serving as a catalyst for private investment. The $2.5 million balance of grant funds will be used to address deferred maintenance, water penetration issues, HVAC, mechanical, & code compliance upgrades and renovations to facilitate productive re-use of acquired space. Beginning in early 2024 the City envisions the need to immediately address deferred maintenance, HVAC equipment operating issues and water penetration issues to stabilize both buildings. Necessary projects will then need to be completed to address code compliance upgrades and renovations on a phased priority basis to fit out space for multiple incoming lease tenants and for the preparation of swing space in anticipation of the relocation of several City Departments currently housed in the Chase Municipal Building. The engaged Program Manager will be asked to commit necessary resources to facilitate efficient assessments, development of project scopes, general contracting services and projects oversight. All project work will need to be bid in compliance with the Citys procurement ordinance and the State Department of Economic & Community Development Urban Act Construction Compliance Requirements. The expectation is that a substantial portion of the proposed work will need to be completed within the first six months of 2024 for incoming tenants. Other project funding resources may be added along with incorporating additional projects to prepare both properties for full occupancy. Both properties contain first floor space with the potential for commercial, retail, restaurant and other uses. Agreement Period To be negotiated. A multiyear arrangement may be necessary, likely in the form of a one-year commitment with multiple one-year City held options. The City will contractually reserve the right to cancel the contract at any time. Insurance The respondent shall provide insurance as set for in Attachment D provided by insurers, satisfactory to the City and authorized to do business in the State of Connecticut, an A- Bests Rating and at least a Class V3 or better financial category as shown in the most current A.M. Bid Bond - NOT APPLICABLE Each Proposal submitted shall be accompanied by a Proposal Security (a Certified Check or Bid Bond) in the amount of ten (10) percent of the Total Proposal Price. Performance/Payment Bonds - NOT APPLICABLE The Proposer to whom a contract is offered, must furnish to the City, if that contract has a total cost greater than $50,000.00, a 100 percent Performance Bond with a surety, and in a form, acceptable to the City. In the Citys sole discretion, it may also require a 100 percent Payment Bond and/or other additional security with a surety, and in a form, acceptable to the City Responses to questions submitted by the above date or identified at any Information Session to be held in regard to this RFP, along with any changes or amendments to this RFP, will be available via the City of Waterbury by 2:00 PM on December 13, 2023 It shall be the responsibility of the proposer to download this information. The City reserves the right to award in part, to reject any and all proposals in whole or in part for misrepresentation or if the proposer is in default of any prior City contract, or if the proposal limits or modifies any of the terms and conditions and/or specifications of the RFP. The City also reserves the right to waive technical defects, irregularities and omissions if, in its judgment, the best interest of the City will be served. The method of Contractor Selection has not been Determined at this time.
