Renovation of a municipal facility in East Hartford, Connecticut. Completed plans call for the renovation of a municipal facility.

Work under this contract includes, but is not limited to: chimney restoration, crawl space ventilation, exterior envelope improvements and front door replacement for the Goodwin Schoolhouse; window replacement, door replacement and structural repairs at the Burnham Blacksmith Shop; door replacement, chimney repairs, roof and cupola improvements, gutter replacement, foundation waterproofing, and HVAC upgrades for the Selden Brewer House. The scope of work presented here for the Goodwin Schoolhouse is in an effort to create a weathertight structure, and requires assessment from several frames of reference: 1. Condition, state of appearance 2. Building Code compliance 3. Historic Preservation IN ORDER TO BE CONSIDERED AN OFFICIAL PLAN HOLDER AND ELIGIBLE BIDDER FOR THE PROJECT, THE PURCHASING AGENT MUST RECEIVE AN EMAIL indicating interest in bidding, company information, and main contact information on, or before, FRIDAY, JANUARY 5, 2024. All companies that send a representative to the non-mandatory pre-bid meeting or register on the Town's website to download the documents will also be considered an official plan holder eligible to bid the project. Bid security in the form of a 5% bid bond, payable to the Town of East Hartford, is required of all bidders and a 100% Performance Bond will be required of the awarded bidder. This contract is subject to state set-aside and contract compliance requirements. The Town reserves the right to reject any or all bids, or any part of all bids, to waive any informality, and reserves all other rights as detailed in the Contract Documents when such action is in the best interest of the Town. The Town is an equal opportunity employer. Contractor must comply with all Federal, State and Local requirements under this contract. All bidders are requested to note that the award of this Contract is subject to the following conditions and contingencies: 1. The approval of such governmental agencies as may be required by law. 2. The appropriation of adequate funds by the proper agencies. The Bidder hereby agrees to commence Work under this Contract within ten (10) days of written Notice to Proceed from the Town, and to complete the Work of all base bid items within one-hundred and twenty (120) CALENDAR DAYS thereafter. The Bidder further agrees to pay as liquidated damages, the sum of FIVE HUNDRED DOLLARS ($500.00) for each consecutive calendar day beyond the date of completion. Liquidated damages are not intended as a penalty but rather shall be construed as a best estimate of damages which the Town will suffer due to Bidder's refusal, failure or neglect to perform pursuant to his Bid and Contract Documents. GEN. STAT. 4a-60, 4a-60a, 4a-60g, and 46a-68b through 46a-68f, inclusive, as amended by June 2015 Special Session Public Act 15-5. State law requires a minimum of twenty-five (25%) percent of the statefunded portion of the contract for award to subcontractors holding current certification from the Connecticut Department of Administrative Services ("DAS") under the provisions of CONN. GEN. STAT. 4a-60g. (25% of the work with DAS certified Small and Minority owned businesses and 25% of that work with DAS certified Minority, Women and/or Disabled owned businesses.) The contractor must demonstrate good faith effort to meet the 25% set-aside goals.
