PURPOSE OF THIS REQUEST FOR PROPOSALS The purpose of the Request for Proposal (RFP) is to solicit sealed proposals to establish a contract for the purchase of Design Professional Services based on the scope of work described below. All potential Offerors are to read, understand and accept the requirements of this Request for Proposals (RFP). B. BACKGROUND INFORMATION The state of New Mexico grants the statutory authority to the Facilities Management Division of General Services Department (FMD/GSD) to ensure the fair, uniform and clear and effective process of ensuring that the citizens of New Mexico receive the best value in design, construction, and the management of state-owned and leased facilities. Currently the state of New Mexico is seeking to consolidate the Health and Human Service Agency plus other state agencies in Chaves county that provide services to the community into fewer locations to better serve the community in a state-owned facility. FMD/GSD owns property at 31 Gail Harris Street in Roswell on which this new building should be located. C. SCOPE OF WORK The scope of work for the new Roswell building will include but not necessarily be limited to all the design phases. Additional work will be added to the fee as needed. As-needed services may include, but are not limited to: Site investigations for soil testing, utility locations, topographical survey. Specialty sub consultants such as furniture experts and LEED consultants. The design shall entail a 40,000 square foot office building with adequate parking. Since multiple agencies may occupy this space, multiple entrances may be needed. Secure employee parking is required with a fence and badge access. There may also be an enclosed secured state vehicle parking area. The State-owned land encompasses 16 acres with one existing 1,750 square foot modular building at the east end of the property. The agency will provide program and operational support through all phases of the project. They will also provide technical assistance and overall project management. They reserves the right to revise the scope of work or the MACC for this project, and adjust the fee accordingly as appropriate. The MACC has not been set yet.
