Renovation of a mixed-use development in Council Bluffs, Iowa. Completed plans call for the renovation of a municipal facility; and water / sewer project.

Base Bid: Replace the existing 2-cell cooling towers with a total of 1700-tons. - Alternate #1: Condenser Water Filtration. - Provide a sidestream grit separator on the cooling tower remote sump. - Alternate #2: Condenser Water Flow Optimization. - Replace the condenser water pump motor starters with variable frequency drives and modify the control sequence to be variable flow. - Alternate #3: Exterior Condenser Water Piping Materials. - Replace the condenser water piping that is exposed to the exterior entirely with a polypropylene random PP-R pipe material and provided with an outer coating of polyethylene for UV protection. All valves and accessories shall be compatible with the PP-R pipe material and provided with UV protection. Each proposal shall be accompanied by a certified check, bid bond by a surety company registered to do business in the State of Iowa, or a certified share draft drawn on a credit union in Iowa or chartered under the laws of the United States in the amount of ten percent (10%) of the total bid price and made payable to the City of Council Bluffs. A copy of the certified check, bid bond, or share draft is to be uploaded in the assigned requested attachments area. If a company who has a check is awarded the bid, the City will request the physical check at that time. The certified check or share draft will be returned to the successful bidder once the agreement has been executed. Letters of credit and company or personal checks are not acceptable substitutes for a bid bond and will be cause for rejection of bid. The successful bidder will be required to furnish satisfactory performance and payment bonds in the amount of one-hundred percent (100%) of the total bid price, a certificate of insurance and a certificate of equal employment opportunity and comply with minimum wage provisions as established by the U.S. Department of Labour. The City of Council Bluffs reserves the right to reject or accept any or all bids and waive any irregularities in the interest of the City. Every question or request for clarification or interpretation should be submitted through https://cbiabids.ionwave.net. Such questions or requests should be submitted at least seven (7) days before the date fixed for opening of bids. Clarifications, interpretations, and supplemental instructions will be available in addenda issued to bidders of record before bids are received. No clarification or interpretation of the meaning of the plans, specifications, or other Contract Documents will be made to any bidder orally. The Owner will not be responsible for oral clarifications or interpretations, which anyone presumes to make on behalf of the Owner.
