Proposers are to read and understand all of the information contained in this Request for Proposal (RFP). The proposal shall address all the items outlined in this RFP. The provisions of this RFP along with the proposal submitted will be part of the contract documents for this project. The City's Project Manager for this project is Gilbert Ramos. The City of Manhattan Beach is requesting proposals from qualified Consultants to update the City's Pavement Management Program (PMP), including inspection/evaluation of approximately 100 centerline miles of paved streets per the protocols described in ASTM D6433-18 (of which 8.0 miles are arterials, 7.6 miles are collectors, and 84.5 miles are residential), review and recommend revisions to the current pavement management strategies and costs, and preparation of a Final Pavement Management Program Report. The most recent pavement condition survey was completed in March 2021. The City is seeking the services of a Consultant to review the existing PMP and update the system data in order to accomplish the following objectives: A. Determine the present performance status of the entire roadway network (segment by segment). B. Review the effect of the PMP on the street system over time by analyzing the change in the Pavement Condition Index (PCI) historically. C. Identify the feasible rehabilitation alternatives per street segment and associated costs. D. Identify and determine a preventative maintenance program for the roadway network with respect to the City's budget forecast. The City is interested in having the project completed in four (4) months from the Notice to Proceed.
