The City is seeking professional services to Supplement Existing Roadway Safety Plant o meet the requirements of the Safe Streets for All Action Plan (See SS4A attachment for requirements). A summary of the applicable requirements for this contract are the following: Safety Analysis - Analysis of existing conditions and historical trends that provides a baseline level of crashes involving fatalities and serious injuries. Engagement and Collaboration - Robust engagement with the public and relevant stakeholders, that allows for both community representation and feedback. Equity Considerations - Developing the action plan using inclusive and representative process. Policy and Process Changes- Assessments of current policies, plans guidelines, and/or standards to identify opportunities to improve how processes prioritize transportation safety. Strategy and Project Selections - Identification of a comprehensive set of projects and strategies. Progress and Transparency - Method to measure progress over time after the action plan is developed. To meet the requirements listed above, the City expects the consultant to complete the following tasks: Review existing Local Roadway Safety Plan to determine steps required to meet SS4A Action Plan Self-Certification Eligibility. Review existing Local Roadway Safety Plan, Draft Pedestrian Transportation Action Plan, Bicycle Transportation Action Plan, and Capital Improvement Program to apply requirements listed above and to prioritize existing planned projects/strategies based on criteria listed in Task 3. Where appropriate, update existing projects/strategies based on review of existing plans and applying prioritizing criteria. Create a toolkit that will be presented at the community outreach events to aid developing new projects and strategies that promote safety and create livable communities. The toolkit shall also include prioritization criteria listed in Task 3. Conduct four (4) Citywide outreach events to receive input from communities to generate additional projects/strategies. Review community input to develop new projects/strategies and/or update existing projects/strategies if needed. Conduct an additional four (4) community outreach events to present the 10 existing projects and newly identified projects/strategies to garner community input and consensus. Develop progress and measuring methods for the projects/strategies to compliment the City's dashboard. Amend the existing Local Roadway Safety Plan with required action items and projects that will lead to self-certification. Question Submission Deadline :December 21, 2023, 12:00pm, Questions regarding this solicitation should be submitted directly through electronically. The method of Contractor Selection has not been Determined at this time. The initial term of the Contract resulting from this proposal is for two years from the date the City executes the contract. The compensation set forth in the Proposal shall remain valid and in effect during the the initial term of the contract. No optional extension periods will be included with this contract. The City reserves the right to reject any or all bids or proposals and any item or items therein, and to waive any non conformity of proposals with this RFP, whether of a technical or substantive nature, as the interest of the City may require The Levine Act precludes an officer of a local government agency, including an elected official, from participating in the award of a contract if he or she receives any political contributions totaling more than $250 in the 12 months preceding the pendency of the contract award, and for 12 months following the final decision, from the person or company awarded the contract. Proposers should ensure their employees, agents, and consultants are aware of the requirements of the Levine Act before the proposal is submitted, so as to avoid inadvertent violations. Observe attached details regarding Public Contract Code Section 9204. AB 626, approved by the Governor on September 29, 2016, created a new Public Contract Code Section 9204, which specifies new procedural requirements for claims submitted by a contractor on any public works project. These new requirements contain burdens for both private contractors and public entities and are specifically made applicable to charter cities.
