Remodeling of a detention facility in South Salt Lake, Utah. Conceptual plans call for the remodel of a detention facility.
Salt Lake County Facilities Management, on behalf of the Salt Lake County Sheriff's Office ("County") is soliciting proposals from qualified architectural/engineering firms ("A/E") to provide design, bidding, construction administration and warranty period services for the Adult Detention Center (ADC) kitchen remodel located at 3415 S 900 W, South Salt Lake, UT ("Project"). Final day to submit questions December 20,2023 Committee Meeting January 11, 2024 Interviews (if needed) TBD Anticipated Notice to Proceed February 2024 Anticipated Program & Design Duration 6 months Anticipated Construction Duration 6-8 months Questions may be submitted through Electronically until the deadline for questions submission. Answers to the questions will be posted in U3P for anyone to view. Do not contact County officers or employees, or Selection Committee members Design the kitchen renovation and equipment modernization for a 30-year life expectancy, which should also account for future growth and expansion. The Project will be conducted while the kitchen facilities are closed for operation, which will necessitate the replacement of food services for a period of six to eight months. While the County and the Contractor will be primarily responsible to direct the work on the Project, and cordon the work area from the rest of the jail, Architect will closely coordinate with all parties involved in the Project and will lend such assistance to these efforts as requested by the County. Where requested by the County, the A/E will coordinate with the Countys contracted food service provider. Due to the size of the project, it is expected the project will achieve a US Green Building Councils Leadership in Energy and Environmental Design (LEED) Gold certification. During programming, the A/E will develop a LEED checklist outlining anticipated points and how the project will achieve certification. At the end of programming, the team will need to determine if LEED is achievable and at what level. If a Gold Certification is not feasible, a variance request will need to be submitted to the mayor. The fee for programming, design, and construction administration, construction documents, bidding, opening, warranty period services, and any other service required under this RFP ("A/E Services") for the Project will be based on a fixed fee agreement ("Fixed Fee"). The Fixed Fee was determined as a percentage of the total construction cost plus the FF&E budget which includes kitchen equipment. Such construction cost shall be based on the Project estimate prepared by the Project representative of the County. The fixed A/E Services Fee is 8.91% of the approved construction budget. The Fixed Fee covers any and all expenses related to the A/E Services. The Fixed Fee also covers any specialty consultants. The construction budget is: Construction $5,500,000 FF&E $1,000,000 Total $6,500,000 The Proposal must indicate the willingness to accept the Fixed Fee stated in the Pricing/Cost/Fee Section If the A/E wishes to propose an alternate fee, they may do so by proposing a total "not-to-exceed" price. The Fixed Fee is $579,150.00. The method of Contractor Selection has not been Determined at this time.
