The District intends to obtain formal bids from environmental firms to bid on air emissions stack testing associated with the Districts Hartford Water Pollution Control Facility (HWPCF) three sewage sludge incinerators (SSIs). These professional services may include, but are not limited to, Environmental Protection Agency (EPA) and Connecticut Department of Energy and Environmental Protection (DEEP) air emissions stack testing, incineration technical support and Continuous Emissions Monitoring (CEM) testing, auditing and reporting. All questions and/or requests for additional information regarding this RFP must be submitted in writing via email (Subject line: RFP 2024R-14) to tcummins@themdc.com by 4:00 p.m. Eastern Time on January 3, 2024. Questions must be received no later than the date and time specified herein. Questions received after that date and time will not be answered. Telephone calls will not be accepted. Questions left on voice mails will neither be accepted not answered. Proposals received after the specified deadline shall be returned unopened to the respective Respondents. Faxed Proposals are not acceptable and will be rejected by the MDC. Addenda will be posted no later than seven (7) calendar days prior to the deadline for responses to this RFP. It is each Respondents responsibility to check the MDC ProcureWare Sie for addenda. Clarification Deadline: 1/3/2024 4:00 PM The MDC reserves the right to reject, in whole or in part, any or all proposals received or, in the alternative, withdraw this RFP in its entirety at any time prior to the award of a contract. All proposals shall remain open for acceptance until 120 calendar days after the Proposal deadline specified for this RFP. For purposes of the RFP, the term calendar days shall mean weekdays Monday through and including Friday, but excluding any holiday and weather event day recognized and observed by the MDC whereby the main offices at 555 Main Street in Hartford, Connecticut are closed for business The method of Contractor Selection has not been Determined at this time.
