You are invited to review and respond to an Invitation for Bid (IFB) entitled Angel Island Refuse Disposal Services, located at Angel Island State Park. In submitting your bid you must comply with these instructions. Note that all agreements entered into with the State of California will include by reference the General Terms and Conditions Section 04/2017 and the Contractor Certification Clauses CCC-04/2017. In the opinion of The Department of Parks and Recreation, this invitation for Bid is complete and without need of explanation. However, if you have questions or should you need any clarifying information, the contact person for this IFB is: Mary Schmitz Department of Parks and Recreation Bay Area District 707-769-5652 ext .212 mary.schmitz@parks.ca.gov Please note that no verbal information given will be binding upon the State unless such information is issued in writing as an official addendum. 1, Examination of Site: Prospective bidders may arrange to view the area to be serviced or obtain further information by contacting a representative for the Department of Parks and Recreation at the address noted on the Invitation for Bids. 2. Bid Price: Bids shall include the cost of all items mentioned in the specifications, or reasonably inferred therefrom, as necessary to complete all work required within the intent of the contract documents. Bids shall include all applicable Federal, State or other tax, together with the cost of all permits, licenses and the like, which may be required under various laws and regulations. 3. Small Business Preference: A five percent preference may be claimed on the Bid Form by service firms prequalified as a Certified Small Business (SB) or a Certified Microbusiness (MB), or to a non-small business subcontracting 25% or more of the total monetary amount of the bid in supplies and/or labor costs with Certified Small Business subcontractors in accordance with Title 2, Section 1896 of the California Code of Regulations. DVBE: All bidders whose price exceeds $10,000 shall meet Disabled Veteran Business Enterprise (DVBE) participation requirements as set forth in the enclosed DVBE Notice. Failure to fulfill the DVBE requirements will render the bid non-responsive. A DVBE incentive may also be applied, as explained on the enclosed "notice", if applicable. 5. Loss Leader: It is unlawful for any person engaged in business within this state to sell or use any article or product as a "loss leader" as defined in Section 17030 of the Business and Professions Code. 6. Submitting of Bids: It shall be the responsibility of the bidder to see that a bid is received at the proper time and place. Bids shall be submitted in duplicate and placed in the envelope supplied with the bid form. This envelope shall be sealed and delivered to the place shown on the Invitation for Bids. No bids shall be accepted after the time set for the opening of bids. Facsimile (FAX) responses will not be considered. Any bid received after the time set for the bid opening will be returned to the sender unopened. 7. Withdrawal of Bids: Any bid may be withdrawn prior to the hour fixed on the Invitation for Bids, provided a written request for withdrawal is submitted by the bidder or his/her authorized representative and filed at the place shown on the Invitation for Bids. No bid may be withdrawn after the time fixed for the opening of bids. 9.Rejection of bids: Bids may be rejected if they show any alteration of forms additions not called for conditioned bids, incomplete bids, or irregularities of any kind.
