The City Streets & Roads require road rock salt for City roads The successful Bidder shall provide all the necessary labor and equipment to deliver the product. 1. Approximate annual usage is 350 tonnes. 2. Coarse road rock salt is to be used for street salting and sanding and shall conform to the following specifications: o Sodium Chloride: min 95.0% o Calcium, water soluble: 0.005-0.100% o Magnesium, water soluble: 0.005-0.100% o Potassium, water soluble: 0.100-3.00% o Sulfate, water soluble: 1.010-0.150% o Water solubles: 0.020-1.5% o Moisture: <1.0% o Bulk Density: 1137 kg/m3, 71 lbs/ft3 3. Product bid on must meet or exceed the above specifications. The City reserves the right to request a certificate of analysis prior to the award and anytime during the term. Testing (if required) will be at the Successful Bidder's expense. 4. The material is to be delivered via truck in quantities of 25 tonnes or greater, with two (2) unloading options: a) The truck must be capable of unloading via tailgate dumping the material; or b) The truck must be capable of pneumatic delivery. 5. The material is to be delivered between the hours of 8:00 a.m. and 4:00 p.m. Monday through Friday. a) The shed the material is to be unloaded in is 250 feet long by 50 feet wide with door openings of 15 feet high by 18 feet wide. b) The material will be placed in the east end of the building. An area approximately 40' in length has been allocated for storage of the materials. c) Drivers must back into the building. There are no obstructions preventing drivers to back in. Question Deadline 12/11/2023 Administrative inquiries and requests for clarification of the Bid process shall be made to the Procurement Manager in writing at purchasing@brandon.ca and must be received not less than five (5) days prior to the date for closing of Bids. The duration of the contract will be for two (2) years from January 01, 2024 - December 31, 2024, where upon it can be renewed for a two (2) year term thereafter, on similar conditions at the written request of the City and written acceptance of the successful Bidder. Indicate the following on the Bid Form: A.4.1 Pricing for January 01, 2024 - December 31, 2024 A.4.2 Maximum price increase/decrease for January 01, 2025 - December 31, 2025 A.4.3 Maximum price increase/decrease for January 01, 2026 - December 31, 2026 (optional term extension) A.4.4 Maximum price increase/decrease for January 01, 2027 - December 31, 2027 (optional term extension) Any persons conducting business within the City of Brandon from a Brandon residential address must have a valid Business License. This includes agents from companies that are not based in Brandon but where the agent is conducting his/her business from a Brandon address. Non-compliance will result in rejection of a Bid. All successful Bidders of construction or service work for the City of Brandon, whether Brandon-based or otherwise, must obtain a City of Brandon License. This is not applicable to suppliers from outside of the City who supply the City of Brandon with goods for the sole use of the City. The City reserves the right to reject any or all Quotations, the City in its sole discretion may reject as non- compliant any Quotation which contains omissions, erasures; is ambiguous or unclear as to meaning or intent; is incomplete, illegible, conditional or contains a qualifier; contains any non-requested alterations or additions to the information provided by the City; is obviously unbalanced; or fails to comply sufficiently with the Instructions to Bidders. The City may, in its sole discretion, waive any and all defects, informalities, and accept any Quotation, as compliant, which it considers is in the best interest of the City of Brandon.
