Purpose and Description of Services 1)The State of California, Department of General Services (DGS), Office of Fleet and Asset Management (OFAM) owns and operates multiple parking facilities in Northern California. Pursuant to Government Code 14678, OFAM is responsible for procuring daily parking facility management services. The Bidder shall provide OFAM daily parking lot management through the staffing and operation of a one-person kiosk for Parking Facility Lots 14, 24, 30, 43,60, and 88, daily parking for unattended Lot 10, as well as After Hours Services for Parking Lots 2,10,14, 24, 30, 43, 50,55, 60 and 88 as described in the Sample Standard Agreement (Std. 213) and Exhibits, IFB Attachment 9. The State anticipates a two (2) year term for this agreement with the sole option to extend the contract term for one (1) additional year (1) year at the contracted rates in Exhibit B, Attachment 1, Cost Sheet. 5) The Bidder's rates will stay in effect for the entire contract term. The Bidder will be afforded the opportunity at the non-mandatory walk-through to examine work sites and specifications and investigate conditions, character, and quality of surface, subsurface materials or obstacles and conditions that might be encountered. No additions or increases to the agreement amount will be made due to conditions that existed at the walk-through. 6) The Bidder's required services are provided in Attachment 9, Sample Standard Agreement and Exhibits. The winning Bidder will be required to adhere to all Agreement terms as indicated in Attachment 9, Sample Standard Agreement and Exhibits. Written Question Submission Deadline December 27, 2023 5:00 PM Questions and Answers to be Posted January 03, 2024 5:00 PM There is no minimum DVBE participation minimum requirement for this contract. Pursuant to Military and Veterans Code Section 999.5, subdivision (a), a 5% incentive will be given to Bidders who are Certified DVBE's. The SB preference of 5% will be applied when a responsible bidder that is not a CA certified SB submits the lowest responsive bid.
