Site work and paving for a sidewalk / parking lot in Nags Head, North Carolina. Completed plans call for site work for a sidewalk / parking lot; and for paving for a sidewalk / parking lot.
As of March 6, 2024, project was awarded, and they anticipate starting in approximately two weeks. The Project shall generally consist of the following improvements: Governor St.: Removal of approximately 100 l.f. of existing 6 wide at grade and elevated wood framed dune walkover and replacement with approximately 154 l.f. of 6 wide elevated wood framed dune walkover and incidental work. Loggerhead St.: Removal of approximately 79 l.f. of existing 6 wide elevated wood framed dune walkover with elevated platform and replacement with approximately 79 l.f. of 6 wide elevated wood framed dune walkover with elevated platform and incidental work. Bids will be received for a single prime Contract. Bids shall be on a lump sum price basis, with additive alternate bid items as indicated in the Bid Form. Owner reserves the right to reject any or all Bids, including without limitation the rights to reject any or all nonconforming, nonresponsive, unbalanced, or conditional Bids, and to reject the Bid of any Bidder if Owner believes that it would not be in the best interest of Owner to make an award to that Bidder. For comparison purposes alternates will be accepted, following the order of priority established in the Bid Form, until doing so would cause the budget to be exceeded. After determination of the Successful Bidder based on this comparative process and on the responsiveness, responsibility, and other factors, the award may be made to said Successful Bidder on its Base Bid and any combination of its additive alternate Bids for which Owner determines funds will be available at the time of award and in the interest of the Town of Nags Head. Owner also reserves the right to waive informalities or minor defects and to reject any or all bids. Bidders are encouraged to engage in efforts to recruit HUB participation for construction projects. Historically Underutilized Businesses, (HUB) is defined as a business that is at least owned and managed by minority or socially and economically disadvantaged persons. A "minority person" is a citizen or lawful permanent resident who is either (i) African American; (ii) Hispanic; (iii) Asian American; (iv) American Indian; (v) handicapped; or (vi) female. A "socially and economically disadvantaged person" is someone who qualifies as such under federal law. The Town of Nags Head HUB goal is 10%. Each firm or individual submitting a bid shall not discriminate on any basis prohibited by applicable Federal or State law in employment or provision of services. The bidder to whom this project is awarded shall have until May 17, 2024 to Substantially Complete the Project. Other provisions as to time of Full Completion, project milestones, Liquidated Damages, etc. are set forth in the Contract Documents. Electronic copies, as "zipped" portable document format (PDF) files, of the Bidding Documents shall be made available, when requested through the issuing office, at no charge. Bidders are encouraged to obtain the project information via this method. Printed copies may be provided from the Issuing Office upon request. Question Deadline 01/09/2024 All questions about the meaning or intent of the Bidding Documents are to be submitted toEngineer in writing. . Questions received less than seven days prior to the date for opening ofBids may not be answered. Only questions answered by Addenda will be binding. Oral and other interpretations or clarifications will be without legal effect.
