Request For Professional Services The County is seeking a qualified Proposer to provide professional engineering services to update the Lemon Bay Watershed Management Plan (LB WMP). The County anticipates drafting a CCNA Specific Project Agreement for the duration of the project. Background The selected Proposer will provide professional engineering services to complete a Lemon Bay Watershed Management Plan (WMP) and Best Management Practices Alternatives Analysis. The plan will assess the level of service for both flooding and water quality, develop a Capital Improvement Program (CIP), and prepare a report. The plan will assess the level of service for both flooding and water quality, develop a Capital Improvement Program (CIP), and prepare a report. BACKGROUND A. Flood Protection: In the 1990's and early 2000's, prior to the development of the Lemon Bay WMP, Basin Master Plans were developed for 26 basins in Sarasota County to evaluate the extent to which riverine storm events created flood protection level of service (FPLOS) deficiencies. All projects that met the County's cost-effective analysis were constructed and paid for through basin assessments. This project will use the current Interconnected Pond Routing (ICPR4) models to analyze the Lemon Bay Watershed for FPLOS deficiencies and identify Best Management Practices (BMP) alternatives for cost-effective flood control capital improvement projects (CIP). The holistic analysis of BMP alternatives will have a cost/benefit matrix and include data from recent canal, pond, and coastal flooding studies as well as mitigation recommendations identified in the County's recent Repetitive Loss Area Analysis. Future condition hydrology scenarios will be estimated using an "intermediate-high" projection for 2100, as included in the 2022 Sea Level Rise Technical Report (National Oceanic and Atmospheric Administration, 2022), as a Community Rating System (CRS) Program requirement. Q/A Submission Deadline: January 3, 2024, 12:00pm The project includes identifying hot spots using recent water quality and environmental resource data; the jointly developed Spatially Integrated Model for Pollutant Loading Estimates (SIMPLE) pollutant load model; current regulatory standards; and management targets. The method of Contractor Selection has not been Determined at this time.
