The City of Cudahy's resident permit parking program was adopted to relieve parking congestion on public streets in the most impacted residential areas. In recent years, the parking demands from single-family residential, multi-family residential, and commercial parking shortages have caused unintended spillover parking onto other adjacent residential neighborhoods where residents are unable to park on streets adjacent to their homes. The City has experienced significant challenges with both residents and business owners related to limited parking on public streets. The city of cudahy is soliciting proposals from qualified engineering firms to provide transportation engineering consulting services for the preparation of a citywide parking study. The consultant will be required to evaluate and comprehensively quantify the cause of parking shortages and demands. This would include, but not be limited to: o quantifying the challenges that are leading to parking shortages, such as number of cars in the city owned by residents; o local and regional transportation facilities; o existing roadway designs; o existing traffic signage; o private property issues, such as converted garages, parking districts, multiple households living in one property; o illegal businesses operating in residential neighborhoods; o the city's existing overnight permit parking guidelines. For example, 1) the city's current regulations allow all residential units up to three yearly parking permits by right/request without any discretionary review, 2) the city allows unlimited daily (up to 3 consecutive days) overnight parking permits for each residence, 3) the city allows up to four weekly overnight parking permits per residence, and 4) the city prohibits commercial vehicles from parking overnight in residential areas; o identify other issues that the consultant determines that are unique to the city. The consultant will be required to identify viable solutions including both short-term and long-term solutions to the city's current parking issues. The solutions and a potential new parking program will be comprehensive and address all aspects that lead to reducing the parking demands in the city. This would include parking and land use policies, roadway improvements, signage, modal shifts towards walking, biking, public transportation.
