Renovation of a playground / park / athletic field in Cudahy, California. Completed plans call for the renovation of a playground / park / athletic field.

As of March 19, 20224 this project has not yet been awarded. A timeline for the award was not yet been established. Pre-Bid Inquiries: All questions regarding this bid shall be directed via email, no later than 7 calendar days prior to date and time and to the person specified in Section A - Notice Inviting Bids. Any questions received after above deadline will not be responded. Please submit all questions via email only to Duane Tut at duane.tut@transtech.org. Scope of Work: The work consists of furnishing all materials, equipment, tools, labor, and incidentals as described in detail in the Bidding and Contract Documents, Plans and Specifications to construct the project. The ADA Door Installation ("Project") would replace non-ADA doors to publicly accessible community gathering spaces at Clara Park Community Center (4835 Clara St) and Lugo Park Community Center (7810 Otis Ave). Through the procurement process, the installation of accessible doors would allow easier access to persons with disabilities and elderly persons. See Appendix C - PROJECT IMPROVEMENT KEY MAPS & APPENDIX D - PROJECT SPECIFICATIONS & CUT SHEETS for work details. Location of Work: The project is located at the following facilities: o Clara Park Community Center: 4835 Clara St, Cudahy, CA 90201 (APN: 6226-020-904) o Lugo Park Community Center: 7810 Otis Ave, Cudahy, CA 90201 (APN: 6225-031-908) Project Completion: The projectshall be completed within 30 working days of the effective date of City's Notice to Proceed by following provisions on Section B - Instruction to Bidders, CONSTRUCTION SCHEDULE, PROGRESS OF WORK, LIQUIDATED DAMAGES SB 854 Requirements This project is subject to the requirements of SB 854. No prime contractor or subcontractor may be listed on a bid proposal for a public works project (submitted on or after March 1, 2015) unless registered with the Department of Industrial Relations pursuant to Labor Code section 1725.5. No prime contractor or subcontractor may be awarded a contract for public work on a public works project (awarded on or after April 1, 2015) unless registered with the Department of Industrial Relations pursuant to Labor Code section 1725.5. This project is subject to compliance monitoring and enforcement by the Department of Industrial Relations. The bid proposal must include a printout from the DIR registration website showing that the prime contractor and each subcontractor is currently registered. No bid proposals will be accepted, nor any contract entered into with a prime contractor without proof of registration asrequired above. [Unless within the limited exceptionsfrom this requirement for bid proposals only under Labor Code Section 1771.1(a)]. The prime contractor will be required to post job site notices regarding Labor Code compliance as described in 8 California Code of Regulation section 16451(d). Prevailing Wages Statement: "This project is funded in whole or in part with Community Development Block Grant (CDBG) funds provided by the U.S. Department of Housing and Urban Development (HUD). Federal Labor Standards Provisions, including prevailing wage requirements of the Davis-Bacon and Related Acts will be enforced." The current Federal Wage Decision" is the one in effect 10-days prior to the bid opening date and can be found on-line. . In the event of a conflict between Federal and State wage rates, the higher of the two will prevail." Payrolls and basic records. Payrolls and basic records relating thereto shall be maintained by the contractor during the course of the work preserved for a period of five (5) years thereafter for all laborers and mechanics working at the site of the work. The contractor or subcontractor shall make the records required under subparagraph A.3.(i) of HUD 4010 available for inspection, copying, or transcription by authorized representatives of HUD or its designee or the Department of Labor, and shall permit such representatives to interview employees during working hours on the job. If the contractor or subcontractor fails to submit the required records or to make them available, HUD or its designee may, after written notice to the contractor,sponsor, applicant, or owner, take such action as may be necessary to cause the suspension of any further payment, advance, or guarantee of funds. Furthermore, failure to submit the required records upon request or to make such records available may be grounds for debarment action pursuant to 29 CFR 5.12. Conflict of Interest Statement: No employee, officer or agent of the sub-recipient shall participate in selection, or in the award administration of a contract supported by Federal funds if a conflict of interest, real or apparent, would be involved. Refer to: 24 CFR 85.36 [Non-Profit Organizations - 24 CFR 84.4], OMB Circular A110, and 24 CFR 570.611, respectively, shall apply. Section 3 Project This is a HUD Section 3 Contract, and all Bidders/Proposers must commit to achieving established requirements, including benchmarks, for Section 3 Workers and Section 3 Targeted Workers to be considered a responsive bidder/proposer and eligible for a contract award. The Bidder/Proposer must declare an intent to comply with Section 3 requirements, including benchmarks, in order to be a responsive bidder/proposer eligible for contract award. The work to be performed under this Contract is subject to the requirements of Section 3 of the Housing and Urban Development Act of 1968, as amended, 12 U.S.C. 1701u (Section 3). The purpose of Section 3 is to ensure that employment and other economic opportunities generated by HUD assistance of HUD-assisted projects covered by Section 3,shall, to the greatest extent feasible, be directed to low-and very low-income persons, particularly persons who are recipients of HUD assistance for housing. The Bidder/Proposer is required to complete and submit the Declaration of Intent to Comply with Section 3 Requirements - Required Contract Forms and Certifications, certifying that they intend to comply with the Section 3 provisions as defined in Section 8.43 (Section 3 of the Housing and Urban Development Act of 1968, As Amended) in Sample Contract. Further, Proposers are required to comply with the requirements under the said provision for the term of any contract awarded pursuant to this solicitation. Prospective bidders/proposers should carefully read the information including - Contract Notices, Section 3 Provisions for Housing and Community Development Assistance and Public Housing Assistance, as applicable. Proposals that fail to comply with the requirements of Section 3 will be considered non-responsive and excluded from further consideration.
