The City is seeking Qualifications Statements for Continuing Professional Surveying and Mapping Services from interested Consultants licensed and qualified by the State of Florida to provide professional surveying and mapping services. Respondents which are business organizations, must have been issued a certificate of authorization to practice surveying and mapping pursuant to Section 472.021 of the Florida Statutes as of the due date for submission of Qualification Statements. The term of the contract developed from this Request for Qualification Statements will be for a period of two (2) years from the date of contract execution, with an option to extend the contract for one (1) additional year upon mutual agreement of the parties. Pursuant to Section 287.055, Florida Statutes, and the policies and procedures of the City of Orlando, notice is hereby given that a Qualification Statement for Continuing Professional Surveying and Mapping Services for the City of Orlando and its affiliated agencies must be submitted electronically by 2:00 pm local time on Thursday, February 1, 2024, in order for a Consultant to be considered for award of a contract. In order to submit a Qualification Statement in response to this solicitation, a firm must have been issued a certificate of authorization and have met the other requirements to provide Surveying and Mapping Services as a business organization in Florida pursuant to Section 472.021 of the Florida Statutes. The City of Orlando has adopted Minority and Women-Owned Business Enterprise goals and a Veterans Business Enterprise Preference. Consultants are encouraged to utilize MBE/WBE/VBE firms as sub-consultants in responding to this Request for Qualification Statements. Such utilization will be given favorable selection consideration. As part of any resulting contract, Consultants will be required to certify that employees and applicants for employment are not discriminated against because of race, color, creed, religion, sex, sexual orientation, gender identity, national origin, age, marital status or disability. This solicitation is issued by the City of Orlando on behalf of itself and its affiliated agencies, including but not limited to the Community Redevelopment Agency of the City of Orlando ("CRA"), the Downtown Development Board ("DDB"), and the Downtown South Neighborhood Improvement District ("DSNID"). The City reserves the right to waive any informalities or irregularities in the selection process and to reject any or all Qualification Statements, or to re-advertise. These services may include but not be limited to the following: Services will be assigned to the selected consultants as specific tasks to accomplish a described scope of work required for the tasks. The size of tasks will be limited by the financial constraints imposed by Section 287.055, Florida Statutes (as may be amended from time to time), for professional services secured from a continuing contract. The City does not guarantee the number of assignments, if any, or the dollar value of fees for tasks that may be assigned hereunder to any selected consultants. Any contracts resulting from this solicitation shall be non-exclusive and without limitation upon the City to obtain services from third parties as the City deems appropriate in its sole discretion. All surveying and mapping services, including those listed below, shall be performed in accordance with Florida Statutes Chapters 472 and 177, Florida Administrative Code 5J-17, the City's Engineering Standards Manual, and City of Orlando Codes. Such services may include, but are not limited to: Topographic Surveys: Horizontal and vertical spatial relation of natural and manmade features including underground utilities. Boundary Surveys: Perimeters of parcels for locations, platting or dividing. As-built Surveys: Horizontal and vertical location of constructed improvements shown overlayed on engineering design plans with references to constructed calls. Construction Layout: Horizontal and vertical measurements provided for construction. Control Surveys: Horizontal and vertical positions for support of subordinate surveys or mapping. Hydrographic Surveys: Mapping related to bodies of water. Mean High Water Line Surveys: Per Florida Statues Chapter 177 Part II Survey. Quantity Surveys: Measurements to determine material quantities. Land Platting: Preparing Subdivision Plats per Florida Statutes Chapter 177. Special Purpose Surveys or Miscellaneous Services: A specific purpose not defined by any other type - may also include legal sketches and descriptions, report, underground utility, GPR, and VVH investigations, right-of-way, surveyor's reports, etc. General Requirements for Services Include: Provide survey deliverables to the City in Autocad Civil 3D 2022 or newer format unless otherwise specified in the task authorization. In addition, the ASCII point file, RAW data, field notes, pictures, utility data, etc., will be submitted with each submittal where applicable. Provide all deliverables according to CADD standards provided or identified by the City. Provide all survey deliverables using the current Florida State Plane Coordinates reference system and the current horizontal datum and reference the City of Orlando's vertical control network (where possible), unless specifically authorized to use other published vertical datum's or authorized to use assumed elevations. Provide advice, assistance and possible court and administrative hearing appearance(s) regarding legal matters. All information collected and provided through the contract will be the property of the City of Orlando. At the time work is performed, staff performing surveying and mapping work on City projects shall be Florida licensed Surveyors and Mappers, as applicable and as required by law, and the other staff members shall be Certified Survey Technicians registered by the National Society of Professional Surveyors, with each individual staff member's level of certification conforming to the tasks being performed by such individual as defined in the certification criteria. For example, a rodman would be a level one certified survey technician, an instrument operator would be a level two certified survey technician and a party chief would be a level three certified survey technician. The same certification standards apply to CAD technicians. A senior CAD technician should be certified as a level three certified survey technician. Employees assigned to perform work for the City must have all necessary safety training and certifications for the type of work assigned before they can perform City of Orlando survey tasks.
