Site work and paving for a mixed-use development in Norwalk, California. Completed plans call for site work for a sidewalk / parking lot; for paving for a sidewalk / parking lot; road / highway; and road / highway.

The selected Bidder shall execute the Contract in the form included in these Contract Documents within ten (10) Calendar Days from the date of delivery of the Contract Documents to the Bidder. NOTICE TO PROCEED. The Contractor shall not begin any construction activity at the site before the issuance of the Notice to Proceed (NTP). The anticipated NTP date is February 26, 2024. SCOPE OF WORK. The project involves removal and replacement of Americans with Disabilities Act (ADA) curb ramps, installation of cast-in-place truncated domes, incidental asphalt work, and related traffic control. Locations of Work are specified at predetermined locations within distinct neighborhoods as illustrated in the table of contents (CRL-1) of the specifications. The Contractor shall complete the Work in two (2) milestones and shall submit an invoice to the City by no later than the following dates: Milestone 1: Completion of at least 60% of Contract Value from date of Notice to Proceed. Invoice No. 1 Date: Monday, April 8, 2024. Milestone 2: Completion of Contract Value. Invoice No. 2 Date: Monday, June 17, 2024. The Project is estimated to cost approximately $600,000 and includes, without limitation, furnishing all necessary labor, materials, equipment and other incidental and appurtenant Work necessary to satisfactorily complete the Project, as more specifically described in the Contract Documents. This Work will be performed in strict conformance with the Contract Documents, permits from regulatory agencies with jurisdiction, and applicable regulations. The quantity of Work to be performed and materials to be furnished are approximations only, being given as a basis for the comparison of Bids. Actual quantities of Work to be performed may vary at the discretion of the City Engineer. This is a HUD Section 3 covered construction contract and requires compliance with the hiring goals outlined in Section 3 of the Housing and Urban Development Act. Bidders must complete and sign the Declaration of Intent to Comply with Section 3 Requirements form and submit with bid. Failure to do so may disqualify the bid. The awarded prime contractor must work with the Labor Compliance Officer to create Section 3 Commitment and Outreach Efforts plans. The Contractor must, to the greatest extent possible, provide training, employment, contracting, and other economic opportunities to low and very low-income persons and local businesses. The benchmark for Section 3 workers is set at 25% or more of the total number of labor hours to be worked on the Project. The benchmark for Targeted Section 3 workers is set at 5% or more of the total number of labor hours worked on the Project. Contractor is allowed to count the Targeted Section 3 worker hours from the Section 3 worker hours. Type of Award - Lump Sum License Requirements - A or C-8 Liquidated Damages - $1,250/day Pre-Bid Meeting - No All questions or requests for interpretation regarding this solicitation must be submitted through electronically. Bidders are not to contact City personnel with questions or clarifications concerning this solicitation. Any City response relevant to this solicitation provided through any means other than the City of Norwalk electronic bidding system is unauthorized and will be considered invalid. Bidders must submit to the City Clerk a cash deposit, cashier's check, certified check, or Bidder's Bond issued by a Surety insurer, made payable to the City of Norwalk and in an amount not less than ten percent (10%) of the total Bid submitted by no later than 11:00 AM on January 4, 2024. Personal or company checks are not acceptable. Bidder must indicate on the outside of the envelope the solicitation name and solicitation number. Failure to provide cashier's check, certified check, or Bidder's Bond will deem the bid as Non-Responsive. Upon Contract award, the Contractor shall provide faithful performance and payment Bonds, each in a sum equal to the Contract Price. All Bonds must be issued by a California admitted Surety insurer using the forms set forth in the Contract Documents, or in any other form approved by the City Attorney. Failure to enter into the Contract with the City, including the submission of all required Bonds and insurance coverages, within fifteen (15) Days after the date of the mailing of written notice of contract award to the Bidder, shall subject the Bid security to forfeiture to the extent provided by law. For the period extending from the date of the Notice to Proceed through Milestone 1, it is mandatory that the contractor complete at least 60% of the contract value of the Work, and it is also mandatory that the contractor complete the remaining contract value by Milestone 2. Liquidated damages daily cost per Calendar Day shall be $1,250.00 for performance of Work beyond the Milestone deadlines. The City reserves the right to reject any Bid or all Bids, and to waive any irregularities or informalities in any Bid or in the bidding, as deemed to be in its best interest. Questions: Any Bidder that is in doubt as to the intended meaning of any part of the Contract Documents, or that finds discrepancies in or omissions from the Contract Documents, may submit a written request for an interpretation or correction not later than 11:00 AM on December 18, 2023. All questions or requests for interpretation regarding this solicitation must be submitted through the Q&A section of the City of Norwalk electronic bidding system. Bidders are not to contact City personnel with questions or clarifications concerning this solicitation. Any City response relevant to this solicitation provided through any means other than the City of Norwalk electronic bidding system is unauthorized and will be considered invalid. Any interpretation or correction of the Contract Documents will be made only by a written Addendum. No oral interpretation of any provision in the Contract Documents shall be binding.
