Site work and renovation of a water / sewer project in Ashburn, Virginia. Completed plans call for the renovation of a water / sewer project; and for site work for a water / sewer project.

The work includes demolition of two existing jockey pumps and associated appurtenances; installation of a new horizontal split case pump complete with piping, valves, and ancillary items to provide a completely functional system; installation of a new VFD for the proposed booster pump; installation of a new electric actuator for the pump station suction piping isolation valve, replacement of the existing emergency generator with a new generator; replacement to the existing water quality instrumentation and smart controller for the chloramine residual maintenance system, and removal and replacement of the existing emergency generator. Loudoun County Sanitation Authority (DBA Loudoun Water), the Owner, invites qualified contractors to submit sealed Bids for the aforementioned project. The procurement process and the performance of the Contract shall be governed by the provisions of the Virginia Public Procurement Act (VPPA). Pursuant to the provisions of the Virginia Code, 2.2-4336, all Bids in the amount of $200,000 or more shall be accompanied by Bid security made payable to Owner in an amount of five percent of Bidder's maximum Bid price and in the form of a certified check, bank money order, or a Bid Bond (on the form attached) issued by a surety meeting the requirements of Paragraphs 5.01 and 5.02 of the General Conditions. Provisions for liquidated damages, if any, are set forth in the Agreement. Owner reserves the right to reject any or all Bids, including without limitation, nonconforming, nonresponsive, unbalanced, or conditional Bids. Owner further reserves the right to reject the Bid of any Bidder whom it finds, after reasonable inquiry and evaluation, to not be responsible. Owner may also reject the Bid of any Bidder if Owner believes that it would not be in the best interest of the Project to make an award to that Bidder. Owner also reserves the right to waive all informalities not involving price, time, or changes in the Work and to negotiate contract terms with the Successful Bidder. The Work includes, but is not limited to, the following: 1. Demolition of two existing jockey pumps and associated appurtenances. 2. Installation of a new horizontal split case pump complete with piping, valves, and ancillary items to provide a completely functional system. 3. Installation of a new VFD for the proposed booster pump 4. Installation of a new electric actuator on the pump station suction piping isolation valve. 5. Replacement of the existing emergency generator with a new generator. 6. Replacement of the existing water quality instrumentation, replacement of smart controller for the chloramine residual maintenance system.. 7. Demolition of two VFD and associated wiring 8. Modifications to the existing Panel RTU-DT-1, inclusive of removal of equipment and components, replacement of touchscreen operator interface and extension of control circuits. 9. Replacement of operator interface in existing Tank 2 control panel. 10. Installation of a new control panel PLC-DT-1A, complete with PLC equipment, UPS, Ethernet switch, power supplies and other components to provide a complete functioning system. 11. Provide system programming (PLC and OIT), testing, calibration, training and startup services as required to make systems fully operational. 12. Replacement of all CAT-6 cables to all equipment requiring Ethernet communications. 13. Salvage all PLC equipment, operator interfaces and Ethernet switches
