Site work and new construction of a municipal facility in Winchester, Tennessee. Working plans call for the construction of a 6,400-square-foot, one-story above grade municipal facility; and for site work for a municipal facility.
As of August 21, 2024 bids received were rejected as they were over the budget. No definite date for rebid. Project No: 23-168 Plans and specifications are for viewing purposes only and in order to be considered an official bidder contractors must obtain plans and specifications from Goodwyn Mills & Cawood Inc. Work includes, but is not limited to, new construction of approximately 6,400 square feet for a one-story building. Construction includes exterior and interior load bearing block walls, fiber cement board and batten siding, concrete slab on grade, concrete and block foundation walls and concrete footings. Roof construction is standing seam metal roof panels over wood trusses sloped to exterior gutters and downspouts and fully adhered TPO membrane roofing over rigid insulation over wood trusses. Windows are aluminum storefront; exterior doors and frames are hollow metal. Interior doors are painted hollow metal. Interior finishes include, but are not limited to, resinous flooring, and sealed concrete. Interior wall finish includes epoxy paint and ceramic tile. Ceilings are suspended grid with lay-in vinyl faced acoustical tile and limited painted gypsum board ceilings. Complete mechanical, plumbing, fire protection, and electrical systems are included. Complete site work is included in the project. Geotechnical Report: 1. The Report is available for purchase by the contractors from Lellyett & Rogers Co. This document is not part of the Contract Documents. 2. This report is not intended to disclose absolute or unconditional knowledge of subsurface conditions. This data is offered in good faith solely for the purpose of placing the Contractor in receipt of all information available and in no event, is to be considered a part of the Contract Documents. The Contractor must interpret such data according to his own judgment and acknowledge that he is not relying upon the same as accurately describing the subsurface conditions which may be found to exist. 3. The use of this report and the inspection of any samples is completely at the discretion of the Contractor and shall not be required by the Architect. Whether or not the Contractor chooses to take advantage of these materials, he shall not be excused from his responsibilities under the scope of the work as found in these Contract Documents. Bids are hereby being solicited as A single lump sum contract. It is the intent of the Owner to award a single contract to the lowest, best, responsive, responsible Bidder provided the Bid has been submitted in accordance with the requirements of the Bidding Documents, is judged to be reasonable, and does not exceed the funds available. Questions about the meaning or intent of the Bid Documents shall be directed to the Architect, in writing, via facsimile. Responses to request for information or interpretations will be made in the event that clarifications or alterations to the submitted requests are deemed by the Architect or the Owner. Requests for clarifications or information will not be accepted within seven working days of the bid date. Only answers issued by formal written Addenda will be binding. Oral and other interpretations or clarifications will be without legal effect. Bid security in the form of a Bid Bond executed by the Bidder and a Surety company licensed to do business in the State of Tennessee, or certified check made payable to the Owner in an amount equal to 5% of the bid will be required. No bidder may withdraw his bid within 30 days after the actual date of the opening thereof. Bid security will be returned to all bidders upon award of the Contract or rejection of the bids. A Guaranty Bond in the form of a Performance/Labor and Material Bond in an amount equal to 100% of the Bid Contract Sum will be required. Bidding shall be in accordance with the Tennessee General Contractors License Law. Bidders on construction in the amount of $25,000.00 or more must be a licensed Contractor as required by the Contractors Licensing Act of 1976, Public Chapter No. 822 of the General Assembly of the State of Tennessee, amended by Public Chapter 406, Public Acts 1977, and further amended by House Bill No. 2507 and approved May 10, 1994 including the most current amendments. The Bidders name, license number and date of expiration. Classification for type of work involved. The date and time of opening. The name, license number and date of expiration for the following subcontractors: Masonry, electrical, plumbing, heating, ventilation and air conditioning, sprinkler, and roofing. As a reminder, the full licensed name of each of the subcontractors as licensed by the State of Tennessee Board for Licensing Contractors must be listed on the outside of the bidding envelope. Bidders are encouraged to confirm that their subcontractors are properly licensed with the State of Tennessee Board for Licensing Contractors and to confirm the name of each subcontractor listed on the outside of the bid envelope matches the name as licensed by the State of Tennessee. AFFIDAVITS: Affidavits are required to be completed and enclosed within the Bid Envelope. The value is listed as the highest possible cost from the range provided by a stakeholder or official project document.
