Site work for a municipal facility in Birch River, Manitoba. Completed plans call for site work for a municipal facility.

The BRCP is located entirely on provincial agricultural Crown lands and governed under The Crown Lands Act. In 1999, Wuskwi Sipihk First Nation (WSFN) selected 3,600 acres of land through Treaty Land Entitlement (TLE) in the BRCP. In 2021, AGR released approximately 931.4 acres from the BRCP, allowing WSFN to advance this portion of their TLE selection (Appendix C). In order to release the land from the BRCP, AGR requires the installation of an approximately 3.2 kilometer fence approximately 1 1\4miles to the east of the original fence to mark the new boundary line of the pasture (see Appendix C). In addition, the old perimeter fence is considered an improvement asset and will require removal as part of the project. Depending on the condition of the fence materials, there is potential for it to be reused, thereby reducing the materials and supplies for the new fence. Funding in this tender will cover the costs for the required removal of the old fence, and the installation of the new fence. Please note that this project will be in two phases. Phase 1 - Birch River Community Pasture destruction of Existing Fence Phase 2 - Birch River Community Pasture New Fence Installation IRNR has approved an additional funding from their Treaty Land Entitlement (TLE) allocation to conduct a Heritage Resource Impact Assessment (HRIA) (Please note that project cost for each phase of this project should not exceed $25,000). Since the project is weather dependent, the HRIA is tentatively scheduled for May 2024 and must be completed prior to the construction of the new fence. A legal survey of the fence line is required and will be completed by the Government of Canada with an expected completion date of September 1, 2024. Advancing this land in the TLE process will contribute to fulfilling WSFN's TLE and will advance reconciliation between WSFN and Manitoba. Fence Removal - All salvageable fencing belonging to the Birch River Community Pasture (BRCP) on section 1-41-26 W and section 36-40-26 W must be disassembled and returned to BRCP. The fence must be constructed in a north-south direction. The southern point is the south fence of the BRCP at the southwest corner of SW 31-40-25 W. The northern point is the north BRCP fence at the northwest corner of NW 6-41-25 W. The fence will be approximately two miles in length and must form a straight line. The fence must meet with the fences at the northern and southern points listed above in a contiguous manner that eliminates possible escape of cattle from BRCP. Clearing bush to establish a fence line is required in the new fence location. The path must be 15.24 meters (50 feet) wide and must be cleared for the entire length of the fence. Fallen trees and other disturbed materials must be removed from the 15 meter path to permit unencumbered access to the fence. Clearing is to be done when the ground is frozen. Bush clearing must not disturb any land or vegetation west of the government road allowance that separates sections 6-41-25 W and 31-40-25 W from sections 1-41-26 W and 36-40-26 W. The fence must be placed in the centre of the fence line, dividing the fence line equally on each side of the fence. The fence must be constructed using 7ft fence posts four inches in diameter. Post spacing will be 16 feet. Posts depth 2 feet Four strands of barbed wire attached with standard fencing staples. Specify gauge 12.5 Steel posts should be used in areas covered by water. 1 gate. Estimate should include a minimum of 1 anchors per corner mile and at the gate as well as two corners. Term of Contract The anticipated duration of this contract will be for a period of 1 (one) year with an optional 1 (one) year extension.
