The City of Ogdensburg is seeking to enter into an engineering services contract with a qualified engineer/engineering firm ("QEP") to assist the City with the Lead Service Line Inventory (LSLI) project. On December 16, 2021, the federal Lead and Copper Rule Revisions (LCRR) went into effect. This revised rule requires the City to develop this inventory and submit it to NYS DOH no later than October 16, 2024. Due to funding the City is required to meet a 30% M/WBE participation goal. This requirement can be from the City contracting with an M/WBE firm duly registered with NYS or by the City's contractor subcontracting with duly registered M/WBE firms for the provision of goods and/or services. Ogdensburg, New York is located in upper New York State in St. Lawrence County. The City stretches for over seven miles along the southern shores of the St. Lawrence River, approximately midway along the River which spans the area between Lake Ontario and the Gulf of St. Lawrence. Ogdensburg is situated directly across the river from the Canadian towns of Prescott and Brockville, Ontario. The City itself is slightly over eight square miles in size, with a generally flat topography and is largely surrounded by farmlands. Ogdensburg itself is a semi-rural city with a 2020 census population of 10,064, with 4,062 households within the City. The City's water system is comprised of over 80 miles of water mains, approximately 3600 residential laterals and 270 commercial users. The following outlines this request for qualifications. I. Scope of Work - The engineering contract will encompass the following project-related engineering services to the City of Ogdensburg, including but not limited to the following: Inventory of all Service Lines (SL) of the City's Public Water System regardless of ownership (both system-owned and customer-owned) or end use. The inventory shall include, at a minimum: o Street addresses or other acceptable identifier. o The complete service line including the connector, system-owned service line and customer-owned service line. o Material of each SL as one of the following: Lead Including lead-lined galvanized Copper Galvanized Plastic Known Other Unknown but could be lead Unknown but unlikely lead Unknown o Method used to verify the material The system inventory is to be prepared using the NYSDOH LSLI template. II. Statement of Qualifications - The City of Ogdensburg is seeking to contract with a competent and qualified engineer/engineering firm, registered to practice in the State of New York, that has had experience in the following areas: o Engineering project for municipal entities of similar size with similar project scopes. o Projects located in this general region of the state As such, please provide within your proposal a list of past local government clients, as well as resumes of all engineers that will or may be assigned to this project if you receive the engineering services contract award. Also, please provide a copy of your current certificate of insurance for professional liability. III. All proposals will be evaluated on the following criteria: (a) Technical qualifications of the engineering firm (30%) (b) Technical experience with similar projects - demonstrate by providing contacts name and phone number & dates of all similar projects completed in small rural communities in the last 3 years. (35%) (c) Ability to complete the project in timely manner - demonstrate by providing a listing of key staff (engineering, community relations, financial expertise, and construction management) who will complete this project, along with brief resumes or evidence of their experience in working with similar projects. (10%) (d) Ability to provide NYS Certified M/WBE participation. A projected M/WBE use plan is required. (5%) (e) Evidence of engineering firm's ability to deliver a complete and thorough project that complies with the NYS DEC, DOH, and all other applicable state and local agencies. (20%) IV. For this RFQ, Respondent's qualifications will be evaluated and the most qualified Respondent will be selected, subject to negotiation of fair and reasonable compensation. V.
