The City of Covington is seeking proposals from experienced and qualified firms to enter a prepositioned contract at no immediate or annual cost to the City for the following services: Contractors shall provide Debris Monitoring Servies, as directed by the City of Covington. The City desires to establish a three-year contract with two (2) options for one (1) year renewals. Deadline to receive written inquiries 1/12/2024 Deadline to answer written inquiries 1/19/2024 The City shall not and cannot permit an open-ended inquiry period, as this creates an unwarranted delay in the procurement cycle and operations of our City customers. The City reasonably expects and requires responsible and interested proposers to conduct their in-depth proposal review and submit inquiries in a timely manner. 6 An inquiry period is hereby firmly set for all interested proposers to perform a detailed review of the proposal documents and to submit any written inquiries relative thereto. All inquiries must be received by the close of business on the Inquiry Deadline date set forth in the Schedule of Events of this RFP. Only those inquiries received by the established deadline shall be considered by the City. Inquiries received after the established deadline shall not be entertained. Inquiries concerning this solicitation must be submitted by e-mail to: Caroline Lobaugh City of Covington Grants and Procurement Administrator E-Mail: clobaugh@covla.com An addendum will be issued and posted at the City of Covington website and on Central Bidding's website, to address all inquiries received and any other changes or clarifications to the solicitation. Thereafter, all proposal documents, including but not limited to the specifications, terms, conditions, plans, etc., will stand as written and/or amended by any addendum. No negotiations, decisions, or actions shall be executed by any proposer as a result of any oral discussions with any City employee or City consultant. The Contractor acknowledges that it shall provide monitoring to ensure debris removal work complies with federal regulation as the city will seek reimbursement, subsidy, cost share participation and/or any other available assistance and/or indemnity and/or insurance from all sources, public, and private, for the costs incurred by it pursuant to this contract. The awarded contract must fully comply with all federal, state, and local requirements to maximize the city's opportunity to seek reimbursement. This contract is governed by the laws of the State of Louisiana. If any provision(s) in this contract, including any provision(s) incorporated herein by reference is (are) invalid, illegal, or unenforceable in any respect or to any degree, under any applicable statue, regulation or policy, such provision(s) shall be considered modified to the extent necessary to cure such invalidity, illegality, or unenforceability. If such defect cannot be cured by modification, the provision(s) shall be deleted from the contract. In any event, the remaining portions of this contract shall remain enforceable and in full force and effect. Any work performed by the Contractor that is not pre-approved by the City of Covington, and is not compliant with federal regulations, will not be paid.
