Probe-Based Traffic Signal Performance Measure The State of Montana, Department of Transportation, (MDT), pursuing implementation of probe-based traffic signal performance measures (PBTSPMs) for deployment in traffic signal networks throughout the state to continuously monitor traffic signal operations, and proactively identify maintenance issues prior to public complaint. A system requirements document builds from the concept of operations document. It determines what, how well, and under what conditions a system must operate. Once the product is acquired, the requirements can be used to verify the system is implemented correctly. The following requirements consist of modified sample statements of the Federal Highway Administration's (FHWA) Model Systems Engineering Documents for Central Traffic Signal Systems report. Statement numbering was adjusted so that the numbering would be continuous.
