The City of Lawndale (CITY) is requesting proposals from qualified firms to assist the City with on-call Civil Engineering Services as described in Part V. The City intends to issue up to five (5) one-year term contracts, with four (4) annual options to renew, to be used as the need arises. Services will be used for a variety of small and medium projects. Proposers are encouraged to focus on their areas of strength. The City of Lawndale is situated in the southwestern part of LA County within the Greater Los Angeles metropolitan area with a population of approximately 33,000 people. The City is mature and almost completely built-out, with some development opportunities available. Most of the maintenance and capital improvement projects (CIP) consist of rehabilitation of streets, parks, storm drains, and civic facilities and infrastructure. This RFQ will provide new opportunities for consultants to work with the City to provide services as listed in this RFQ. The City desires to obtain a list of firms to be available to assist with various aspects of maintenance and CIP projects including preliminary investigation, design, construction management, inspection, and grant writing, as needed. The City of Lawndale desires to enter into contracts with one or more highly qualified Engineering firms for services on an as-needed basis. The City's use of consultant services is on an as-needed basis so that if the demand is not there, the services will not be requested. For each on-call service request, the consultant and the City will agree upon the specific scope of work and cost for that project. The City has the right to retain other consulting firms in its sole discretion when the City believes there will be an economic or other significant advantage for doing so. No minimum amount of work is guaranteed under these agreements. Compensation will be based on the time and material with a not-to-exceed limit agreed upon by both Consultant and the City before work begins. Proposals from firms with local, full-time engineering resources are desired. The Scope of Services includes, but is not limited to, the following:
Provide staff and services on an on-call, as-needed basis.
Provide preliminary investigation for various CIP projects.
Provide Civil Design for repair and replacement of City infrastructure.
Provide construction management and/or inspection services for construction of various CIP projects.
Provide full range of engineering services including preliminary studies, public outreach, drawings, specifications, standards, survey, estimates and other professional services as needed.
Provide research, development, writing, preparing and submitting grant proposals for state and federal grants. Typical projects may include:
Street improvement and maintenance projects.
PCC sidewalk, curb and gutter, and ADA ramp construction.
Storm drain or sewer studies.
Park improvements including but not limited to ADA compliance, field rehabilitation, or facility upgrades. Your proposal should take care to highlight your firm's specialties in each of the items listed, the qualifications of the team members that are proposed, and references who are familiar with the team members' skills. The term of the agreement will be for one year, with up to four one-year extensions. Selection Interviews (if needed): February 13, 2024
Award of Agreement: February 19, 2024 Interpretation. The terms of this Agreement shall be construed in accordance with the meaning of the language used and shall not be construed for or against either party by reason of the authorship of this Agreement or any other rule of construction which might otherwise apply. The method of Contractor Selection has not been Determined at this time.
