The Sachem Central School District ("District") is requesting proposals from energy service companies for the implementation of energy conservation measures on a District-wide basis (RFP).It is strongly advised that arrangements be made for proposals to be delivered prior to the proposal opening date to avoid any issues with delivery delays on the proposal opening date. In the event proposals cannot be opened on the scheduled date due to unforeseen events, they will be opened on the next day that the Purchasing Office is open. Such walk throughs will be scheduled on the following dates: Wednesday, December 27, 2023, through Friday, December 29, 2023, between the hours of 7:00 a.m. and 3:00 p.m. when school is not in session. The District reserves the right to amend its RFP for any reason or based upon questions and issues raised at the pre-proposal meeting and/or received in writing during the proposal process. Participating ESCOs represented at the pre-proposal meeting will receive any such amendments in writing. The RFP does not obligate or commit the District to award a contract, pay any cost incurred in the preparation of a proposal in response to the RFP, or to procure or contract for services. The District intends to award a contract on the basis of the best interest and advantage to the District, and reserves the right to accept or reject any or all proposals received as a result of the RFP, to negotiate with all qualified ESCO Proposers/Respondents (hereinafter referred to interchangeably as "Proposer" and/or "Respondent"), or to cancel the RFP in part or in its entirety, if it is in the best interest of the District to do so. The District may select as the successful Proposer that proposal which, in the District's sole discretion and with whatever modifications the District and the Proposer may mutually agree upon, best meets the District's requirements whether or not that proposal is the lowest priced. No Proposer shall have any legal, equitable, or contractual rights of any kind arising out of its submission of a proposal. Checks for deposits shall be made payable to the Sachem CSD. Any prospective proposer requiring documents to be shipped shall make arrangements with the printer and pay for all packaging and shipping costs. A deposit shall be refunded to each proposer only if the RFP with all attachments are returned in good condition with no handwritten notations thereon within (45) calendar days after the proposal due date. All deposits shall be forfeited to the School District after the (45) days have elapsed.
