**As of February 23, 2024, this project has not yet been awarded. A timeline for the award has not yet been established.** This project consists of the construction of a second helipad and associated taxiway at the Garland Heliport. Major elements of the project include construction of pavement for the helipad and taxiway, installation of required helipad in-ground lighting, site perimeter fencing and signage, and needed electrical infrastructure improvements to power the lights and windcone. The project will be bid as one package: Garland Heliport 2 nd Helipad Project Construction is anticipated to begin in the fall of 2023 and planned for completion within 2-3 months. The project work shall proceed forward as three phases of work. The existing helipad will be closed to flight operations during Phase 3 based on this phased approach. The phased project work areas have been identified graphically in the attached exhibits, reference Appendix A of this document. Necessary construction locations, activities, and associated costs have been identified and their impact to heliport operations have been assessed. The phasing exhibits have been specifically made part of the projects contract documents and included in the drawing set issued to the contractor for bidding and construction. The deadline for submitting questions on this bid is January 9, 2024 at 12:00 p.m. Due to the holiday season and associated festivities, our capacity to answer questions will be limited from December 25, 2023 through January 1, 2024. A Bid Bond in the amount of 5% is required to be uploaded with your bid response. Failure to do so could deem your bid non-responsive. A Performance, Payment and Maintenance Bond will be required upon award. The City will either return the unopened response to the respondent at the respondents expense or dispose of the response.
