This was a Special Assessment Financing project. The low bids (bid twice) received were more than not double the petition amount by the property owners. The project was not awarded due to the fact that the bids received were so far beyond the budget and petitions and the owner does not expect it to be bid again without significant scope or budget adjustment. The work for the Pond Drainage Project will consist of the approximate quantities: Base Bid Mobilization 1 L.S. Clearing & Grubbing 1 L.S. Unclassified Pond Excavation 1 L.S. Temporary Construction Entrance 1 Ea. Inlet Sediment Barrier 2 Ea. Sediment Removal (Set Price) 1 C.Y. Silt Fence Slope Barrier 100 L.F. Permanent Seeding, Fertilizer, & Mulching 1 L.S. Add Alternate No. 1 Bid Lower 12” PVC Outlet Pipe Up To 12” in Elevation 1 L.S. Each bid shall be accompanied by a certified check, a cashier's check, or an approved bidder's bond in an amount of not less than five percent (5%) of the total amount of the bid. Any bid bond must be with a surety and guaranty company authorized to do business in the State of Kansas and acceptable to the City as Surety. The Bidder to whom the Contract is awarded will be required to furnish statutory bond in the amount of one hundred percent (100%) of the Contract, and performance and maintenance bond in the amount of one hundred percent (100%) of the Contract; the bonds to be acceptable to the City of Emporia, Kansas, and conform to the requirements of the Contract . The City of Emporia, Kansas, reserves the right to reject any or all bids and to waive defects in bids. No bids will be withdrawn for a period of sixty (60) days after the time set for opening of bids.
