The City of Roseville's Department of Public Works is soliciting proposals for professional services for improvements consisting of: Widening Blue Creek Oaks between Woodcreek Oaks and Washington Boulevard from 6 lanes to 8 lanes. Addition of a 4 lane bridge over UPRR. In general, requested services include (but are not limited to) the preparation of environmental studies, reports, and documents sufficient to obtain: environmental clearance for the project per California Environmental Quality Act (CEQA); preliminary and final engineering; geotechnical services; utility identification and coordination; construction plans; specifications; estimate; bid documents; construction support; and Right-of-Way services as needed(appraisals and acquisition negotiations). The proposed project is mostly located within the North Industrial Planning Area. The project consists of widening approximately 1.5 miles of roadway. The new configuration is intended to conform to the intersection diagrams shown in the 2035 General Plan and the Environmental Impact Report (see Attachment A). A map of the project limits is attached to this request for proposal as Attachment B. The improvements along Blue Oaks Blvd are expected to begin approximately 800' east of Washington Blvd and extend to approximately 1500' west of Woodcreek Oaks Blvd. Beginning at Highway 65 and heading westbound on Blue Oaks Blvd, Blue Oaks is to be widened from 2 lanes to 3 lanes approaching Washington Boulevard. Maintain the 3 lanes until 1 lane is added at the 65 off ramp near the intersection of Fidelity Way, increasing to 4 lanes. A 4 lane bridge for west-bound traffic will be added over Industrial Pkwy/ U.P.R.R.. Maintain the 4 lanes through to Woodcreek oaks, where the 4th lane is dropped to the right hand turn and the through lanes align with the 3 existing lanes on the west side of Woodcreek Oaks. Beginning from Diamond Creek Boulevard and heading eastbound, Blue Oaks is to be widened from 3 lanes to 4 approaching Woodcreek Oaks. Maintain the 4 lanes (existing bridge to be used entirely for east-bound traffic) until Washington Boulevard, where the widening is to be aligned with the existing configuration at the intersection. The City of Roseville is an incorporated city with a population of more than 150,000 residents, located in Placer County, approximately 16 miles northeast of Sacramento, California, along Interstate 80. The City of Roseville is a Charter city operating under the City Council/City Manager form of government. The City of Roseville's Capital Improvement Project (CIP) section is part of the Engineering Division within Public Works. The CIP section is responsible for developing and overseeing improvement projects such as new bridges, new roadway segments, and widening existing roadways. All communications relative to this project shall be conducted through Public Purchase. Questions/inquiries will Not be accepted after 3 PM on January 11, 2024. The City of Roseville (Hereinafter "city"), is Soliciting Proposals for Design Services for the Blue Oaks Boulevard Roadway & Bridge Widening Project. The City reserves the right to reject any or all proposals, or to waive minor irregularities in said proposals, or to negotiate minor deviations with the successful Consultant(s). In the case of differences between written words and figures in a proposal, the amount stated in written words shall govern. In the case of a difference in unit price versus the extended figure, the unit price shall govern. A City of Roseville business license as well as all applicable permits, licenses and certifications required by local, state or federal law are required before the award of contract. The City reserves the right to reject any or all proposals and to waive any informalities or irregularities in any proposal or in the proposal process.
