Site work for a water / sewer project in Leipsic, Ohio. Completed plans call for site work for a water / sewer project.

The scope of work is as follows: Approximately 10,700 l.f. of curb and gutter, 1,444 l.f. of 12" storm sewer, 242 l.f. of 8" storm sewer, 40 curb inlets, and 6 catch basins and necessary appurtenances. Engineer's Estimate: $1,227,000.00 (Base Bid). Award will be made on base bid with option of adding any of the alternate bid items. The contract documents, including plans and specifications, are on file at the office of the Owner and the Engineer - Kleinfelder, Inc. Bidders must be on the official bidders list of Kleinfelder's Planroom in order to submit a bid. All bids must be signed and submitted on the blanks which are bound in this booklet. Bids must state the unit prices in the blanks provided and be enclosed in a sealed envelope marked --- Bid for the --- Main Street Curb and Storm Sewer Replacement, Village of Leipsic, Ohio --- and addressed to the Village of Leipsic, 142 East Main Street, Leipsic, OH 45856. The bid guaranty may be of two forms: 1. A Bid Guaranty and Contract Bond using the form in the Contract Documents. (The amount of the bid does NOT have to appear on this form.) 2. A certified check, cashier's check or letter of credit in favor of the Village of Leipsic, Ohio in the amount of 10% of the bid. If the contract is awarded, a Contract Bond will be required, which is a 100% payment and performance bond. 3. If you are an out-of-state corporation wishing to submit a bid for this project, you must submit an Ohio Certificate of Good Standing and the name and address of your Ohio Statutory Agent with your bid documents. This project is being funded in part by the Ohio EPA. Attention to bidders is directed to all the requirements in this bid packet, particularly to the equal employment opportunity requirements, various insurance requirements, utilization of Small Businesses in Rural Areas (SBRAs), State of Ohio requirements for subcontracting with MBE companies, and the requirement for a performance bond for 100% of the contract price, and the "Buy American requirements for all iron and steel products supplied as part of the project apply. The term "iron and steel products" means the following products made primarily of iron or steel: lined or unlined pipes and fittings, manhole covers and other municipal castings, hydrants, tanks, flanges, pipe clamps and restraints, valves, structural steel, reinforced precast concrete, and construction materials. All questions about the meaning or intent of the Contract Documents are to be directed to Engineer. Interpretations or clarifications considered necessary by Engineer in response to such questions will be issued by Addenda, mailed or delivered to all parties recorded by Engineer as having received the Bidding Documents. Questions received less than ten days prior to the date for opening Bids may not be answered Question Deadline 12/31/2023 After the award of the contract let by competitive bid and prior to the time the contract is entered into, bidders shall submit the affidavit required under the Ohio Revised Code, Section 5719.042 that the bidder was not charged with any delinquent personal property taxes in the Village of Leipsic, Putnam County, Ohio. The successful bidder will be required to conform to all provisions of the Federal Davis Bacon and Related Acts (The Act) which requires that all laborers and mechanics employed by contractors and subcontractors performing on federal contracts (and contractors and subcontractors performing on federally assisted contracts under the related ACTS) in excess of $2,000 pay their laborers and mechanics not less than the prevailing wage rates and fringe benefits, as determined by the Secretary of Labor for corresponding classes of laborers and mechanics employed on similar projects in the area. The Village of Leipsic, Ohio reserves the right to reject any and all bids and to waive any irregularity in any bid and to determine the lowest and best bidder. No bidder may withdraw his bid for a period of 90 days after the scheduled closing time for the receipt of bids.
