Reference Number 0000261132 Defence Construction Canada (DCC) on behalf of the Department of National Defence (DND) will retain a firm for the provision of technical / engineering services required to complete pavement condition inspection surveys / assessments at DND airfields and heliports, associated updates to the pavement management system with the new and updated PCI distress data and data analysis to develop / prepare Capital / Major project list and maintenance plans for each site. The Consultant shall provide the following scope of services: Pavement Condition Index Survey / Assessment - Conduct field (visual) inspections of pavement to map out quantity of distresses, distress type and distress severity levels for each pavement type. -Complete an in-brief and out-brief with each site via hybrid teleconference (MS Teams and in person where appropriate) -Pavement inspection procedures to be in accordance with the most current version of ASTM D5340. -Create 100% distress mapping using GPS enables tablets on concrete pavements. Pavement Management System Update -Update existing pavement management system (MicroPAVER) database using the new distress information collected in the field. -Create new sections in system where required (this to be determined if significant infrastructure redevelopment has been completed since last survey and will be provided to the consultant) -Review and update existing cost tables, family curves and repair policy tables. -Review and update existing GIS site maps completed during previous inspections of the RCAF facilities (current plan to be provided to consultant). Summary Report Development -Develop summary report that summarizes the current condition of pavements and include a minimum of the following sections: Inventory report, PCI report, Sample layout drawing, Work plan report, Work plan methodology and Required Maintenance Report. Defence Construction Canada (DCC) is calling for abbreviated proposals from consulting firms to award a Standing Offer Agreement (SOA) to provide "as and when required" airfield pavement condition inspection services specific to Department of National Defence (DND) requirements for various locations across Canada, excluding Nunavut. Information provided by the Proponents will be evaluated using the established criteria in the RFAP. The Security Requirements for this project are identified in the RFAP Documents. The SOA will be for a period of three (3) years from date of establishment with a maximum estimated value of $ 1,500,000.00. Call-ups under the SOA are expected to be valued between $50,000.00 and $200,000.00; the maximum value of a Call-up is $300,000.00. Refer to the RFAP document for additional information.
