15kV CIRCUIT BREAKER REPLACEMENT The Village of Winnetka is accepting bids from vendors for the purchase of a vacuum circuit breaker in new condition to be used in a Federal Pacific DST switchgear. The successful bidder will supply the specified equipment and the Village will install and operate the breaker in the existing switchgear to ensure the proper operation of breaker before the breaker is accepted and payment approved. The Village has an existing Federal Pacific DST, 13.8 kV, main-tie-main configuration switchgear. The switchgear has been in operation since the 1970's. During late 1990's and early 2000's General Electric (GE) and Powell Electrical Manufacturing Company performed a major retrofit to replace the operating mechanism and to replace the interrupting method with vacuum interrupters on several FPE breakers. The Village is interested in purchasing one (1) new vacuum interrupting circuit breaker to be used as an exact-fit replacement. Refurbished or retrofitted breakers shall not be considered. M/WBE's are encouraged to participate in the bid process. All bids are subject to staff analysis. The Village of Winnetka reserves the right to accept or reject any and all bids received and waive any and all technicalities. No bid may be withdrawn for a period of 30 days after the opening of any bid. Rejection of Bids. Bids that are not submitted on the Contract/Bid form or that are not prepared in accordance with these Instructions to Bidders may be rejected. If not rejected, Owner may demand correction of any deficiency and accept the deficiently prepared bid upon compliance with these Instructions to Bidders.
