A firm timeline for construction has not been established. *The closed solicitation has been included below for reference: The District of Columbia, Office of Contracting and Procurement, for and on behalf of the District of Columbia Department of Transportation ("DDOT"), pursuant to the Procurement Practices Reform Act of 2010, and the Procurement Integrity, Transparency, and Accountability Amendment Act of 2016, is issuing this Request for Qualifications ("RFQ") to solicit Statements of Qualifications ("SOQ"s) from experienced firms ("Offerors") interested in providing Construction Management ("CM") Services for the Rehabilitation of Theodore Roosevelt Memorial Bridge (the "Project"). Intended construction work for Rehabilitation of Theodore Roosevelt Memorial Bridge ("TR Bridge") generally consists of the following items: staged removal and replacement of the concrete deck and structural steel, clean and painting of existing structural steel, repairing the existing bridge granite stone facade, various concrete repairs to the bridge substructure, removal and installation of roadway lighting; removal and installation of signing and sign structures, roadway replacement, removal and replacement of guardrail, latex modified overlay, substructure replacement and repairs, removal and replacement of pedestrian railing, sidewalk widening, and other work. The work will be performed over the National Park Service (NPS) Properties, Rock Creek and Potomac Parkway in the District of Columbia and George Washington Memorial Parkway in the Commonwealth of Virginia. The Contractor shall comply with the requirements of this contract and the National Park Service criteria regarding construction on this site. The Rock Creek Park Trail and Mount Vernon Trail, for pedestrians and bicycles, are located under the east and west end of the bridge and shall always remain open for use for the duration of the construction except when temporary closures, as approved by the Engineer and the National Park Service, are permitted. The George Washington Memorial Parkway and Rock Creek Parkway shall always remain open for the duration of the construction except when temporary lane closures, as approved by the Engineer and DDOT, are permitted. Work items for the construction contractor include: Mobilization and demobilization, provision and maintenance of work and storage space, providing Engineer's field facilities and performance of employee training. Establishment and maintenance of temporary traffic control including signs, temporary lighting, temporary pavement markings, barricades, and other transition devices; reconfiguring the devices in conjunction with changes in work areas; and their removal and disposal of upon Project completion, including restoration of areas disturbed by temporary traffic detours to their original condition. All maintenance of traffic shall be coordinated with work being done on other projects which may be under construction in the vicinity. The desired outcome of this RFQ is to retain the services of an experienced and qualified consulting firm, that provides the best value, to perform Construction Management services, under the direction of the Contract Administrator (CA) of the DDOT's Infrastructure Project Management Administration. The selected consulting firm, hereinafter referred to as "the Consultant," will be selected using the DDOT's qualifications-based process. Inspections and Interpretations: The Consultant shall inspect the work of the Contractor on the Project as it is being performed until final completion and acceptance. The Consultant shall determine and assure that the permanent materials furnished and work performed are in accordance with all Contract documents. The Consultant shall document receipt of certifications for materials as required prior to incorporating said materials into the Project and take such necessary actions as may be required to prevent incorporation of materials into the work that have not been approved and/or certified. The Consultant shall prepare written notification on behalf of the DDOT Project Engineer to the Contractor that the work or permanent material fails to conform to the Contract. In the event, that interpretation by the Engineer of the meaning and intent of the Contract becomes necessary during construction, provide to the Engineer all information and data relative to the interpretation. The Consultant shall make recommendations when requested by the Engineer and shall monitor the activities of the Contractor for compliance with all District and federal laws, ordinances, regulations, requirements, precautions, orders, and decrees. A 22% DBE subcontracting goal for firms certified as DBEs in accordance with Title 49, Subtitle A, Part 26 of the CFR has been established for this federally assisted Contract. The Contract will be subject to all applicable Federal regulations including Title VI of the Civil Rights Acts of 1964. If Offeror does not meet the DBE goal, then Offeror will be required to demonstrate good faith efforts in accordance with Title 49, Subtitle A, Part 26 of the CFR. Last Day to Submit Questions 12/29/2023 (5:00 PM, ET). All questions must be submitted using the secure DTAP electronic portal. All questions must also be emailed to the Contract Specialist at Paul.Tucker@dc.gov and the Contracting Officer at Carol.Hessler@dc.gov. Selection and Negotiations 03/01/2024 Award and NTP 03/15/2024 At the conclusion of the RFQ submission process, DDOT intends to award one (1) Contract with a maximum ceiling price, subject to adjustments, as defined in the Contract, for Construction Management of the TR Bridge Project. The Contract will have a base period of one (1) year, with three (4) one-year options, for a potential total Contract Term of four (5) years. The method of Contractor Selection has not been Determined at this time.
