Asphalt & Emulsions GENERAL CONDITIONS
The specifications stated in the Bid Form are the minimum which will be accepted. Any variations to specifications (including, but not limited to, product offered, unit of measure, minimum orders, or additional fees) shall be disclosed in the "Vendor's Notes/Exceptions" section of the Bid Form. Bids shall be submitted on the provided Bid Form only. If there are items or categories that bidder cannot provide, please mark "No Bid" on the bid form for those items. Leaving a bid price blank will also indicate vendor cannot provide and is not bidding on the item. Materials purchased under this proposal shall be purchased on an as-needed basis by the Tulsa County Highway Districts and other using departments. As such, vendors shall bid unit pricing under this proposal. All questions regarding this bid must be directed via email to the Tulsa County Procurement Department at bidquestions@tulsacounty.org no later than 5:00 PM CST January 5, 2024. Please be sure to include the solicitation name in the subject line or email body. Price Adjustments Bids submitted shall establish a base price per unit for all items listed for a contract period of one (1) year beginning March 1, 2024. Price adjustments downward from and below the base price during this contract period shall be submitted via written notice to the Tulsa County Procurement Director. Price adjustments upward from and above the base price during the contract period shall be submitted via written notice to the Tulsa County Procurement Director and require formal approval by the Board of County Commissioners. Awarded Contract In the event an awarded vendor is unable to fulfill an order placed by Tulsa County or adhere to their bid prices, Tulsa County may re-advertise for bids or use the next lowest and best bidding vendor. The Board of County Commissioners reserves the right to award multiple contracts for the same item to two or more sources, the right to award by item or group of items, and also the right to reject any and all bids submitted. The awarded contract shall be applicable to all Tulsa County, Tulsa City-County Departments, City of Tulsa, Tulsa School Districts, Tulsa County Public Facilities Authority, and other municipalities located in Tulsa County to use at their discretion. addendum after approval by the Tulsa County Board of County Commissioners. The Tulsa County Board of County Commissioners reserves the right to reject any and all bids and to waive informalities or minor irregularities in any bid. All bids will receive consideration without regard to race, color, religion, sex, age, national origin or handicap status. The purpose of this bid is to secure a contract for Road Structure Materials & Road Salt for the Tulsa County Highway Districts and other using Tulsa County Departments, at their discretion, for a period of one (1) year beginning March 1, 2024.
