As of November 12, 2025, city council approved design team for PC Mills Park. Brashear Park is still being planned. The City of Kirksville, Missouri (City) is requesting Statements of Qualifications (SOQ) from qualified parks, recreation, and aquatic design firms for engineering and design services for improvements in two community parks that will both include new splashpad features, playgrounds, restrooms, shelters, and parking improvements. The proposed improvements align with the City of Kirksville Parks and Recreation Master Plan adopted in 2022, available for review on the City's website.
