The Port of San Francisco ("Port") is a highly visible and self-supporting enterprise agency within the City and County of San Francisco ("City") that is responsible for seven and one-half miles of waterfront property. Its geographical area consists of property along the San Francisco waterfront extending from Fisherman's Wharf and Aquatic Park to the Pier 98 shipping terminals and Heron's Head Park. The Port is a utility operator for various utility types within this geography. California State law requires utility operators such as the Port to locate and mark their subsurface utilities prior to certain construction activities within their immediate vicinity. Through this solicitation, the Port seeks to contract with a consultant to: o Coordinate a portion of the Port's underground utility locating and marking obligation with Underground Service Alert (commonly referred to as "USA North"); o Respond to USA North ticket requests for subsurface utility location services; o Locate and mark Port-owned subsurface installations in the field when needed in response to tickets; and o Coordinate with Port staff to ensure Port GIS base maps are maintained and updated as needed Deadline for Questions: December 18, 2023 (5 pm PT) Questions and Communications To ensure fair and equal access to information, direct questions to proposals@sfport.com. Desired Start Date: March 2024 Estimated Contract Term: 4 years, with option to extend for 1 additional year. LBE Subconsulting Requirement: The Contract Monitoring Division has waived the LBE subconsulting requirements for this solicitation. The Port encourages the participation and inclusion of LBEs on the contract. II. Scope of Work This Scope of Work is to be used as a general guide for any contract or contracts the Port enters as a result of this solicitation. It is not intended to be a complete list of all work necessary in all cases. The services called for under this scope of work shall be performed in accordance with the terms, conditions, and specifications stated herein. To minimize the potential for a conflict of interest or an unfair competitive advantage, Proposers (including Lead Consultant and all Sub-consultants) must be aware that if they enter into a contract with the Port to provide services sought by this RFP, the Port reserves the right, in its sole discretion, to disqualify them from later serving as a consultant or sub-consultant to others (such as a developer) for the project(s) or site(s) for which the consultant or sub-consultant provided services to the Port. Such relationships must be disclosed to Port staff as the situation arises to avoid debarment from further work at the Port. To minimize duplication of effort and to allow the Port to coordinate data requests and data distribution for the work on multiple projects, past and future, the City reserves the right to share or disclose to other City contractors the findings and data of selected Contractors, as deemed appropriate by the City. A. Summarized Scope of Services Task 1: Port USA North Project Program Implementation Plan The contractor will write a Port USA North Program Implementation Plan (PIP) that provides, at a minimum: o Budget based on Appendix C: Cost Proposal o Schedule with all the major milestones o Key personnel (include appropriate certifications) o Description of the Contractor and Port staff responsibilities regarding GIS coordination o Actions needed to establish the Port's USA North membership. The PIP (including project schedule and budget) must be accepted by the Port of San Francisco. The Contractor will provide a draft of the PIP within one month of Notice to Proceed. The Port will review and return comments within two weeks of receiving the draft PIP. The contractor will respond to the comments and resubmit the revised PIP within two weeks of receiving the Port's comments. Upon completion of the PIP, the Contractor will work with Port staff to implement the PIP. Deliverables: 1. Port USA North Project Implementation Plan 2. Project Schedule 3. Project Budget 4. Complete PIP Implementation (activate Port's USA North membership and assume ongoing program operations) Task 2: Program Management: After the program has been implemented, the contractor will perform the following utility location services on behalf of the Port of San Francisco: o Respond to USA North ticket requests o Respond to Underground Service Alert North 811 (USA) Tickets within two (2) working days of issuance. Contractor shall copy the Port on all correspondence between the contractor and requestor. o Coordinate with the Port's GIS team to ensure utility map data provided to USA North is updated regularly. o Review the Port's underground facility maps, determine any conflict between the proposed excavation and City's facilities, and where conflict exists, locate and mark such facilities. o Notify the Port GIS Team Coordinator of any discovered discrepancies or omissions in the maps, records, atlases, or other information provided by the Port. o Update and redline any incorrect utility locations shown on existing as-built drawings or Port GIS maps to reflect as-found conditions and provide updated CAD drawings to the Port GIS Team. CAD drawings shall be formatted to be easily imported into the Port's preferred GIS coordinate system (State Plane California zone 3). o Securely manage the Port's location maps and records. This information shall not be disclosed or made available to persons not approved by the Port. Additionally, the Contractor shall utilize all information transmitted by the Port solely for the purpose of performing locates on behalf of the Port. o Locate and mark Port-owned utilities in the field. o For any USA Nort Tickets that necessitate crews to locate and mark subsurface utilities in the field, the Consultant shall provide perform location and marking activities prior to the ticket's "legal excavation start date" as defined in California Government Code 4216 et seq. o Provide sufficient qualified staff, vehicles, paint, flagging, necessary traffic controls and all other materials and equipment necessary to fulfill the duties outlined in this RFP in a timely manner. o Consultant will locate and mark subsurface utilities both owned by the Port and of unknown ownership that are sited on Port property (e.g. seawall lot, pier, warf) downstream of the demarcation point (e.g. meter). o Photograph work performed including all markings for all work performed on each ticket that includes Utility Field Locate work. o Use paint, flags, or stakes as necessary to identify the location of the Port's facilities, placing such markings at reasonable distances and in accordance with the American Public Works Association (APWA) uniform color code guidelines. o Notify the designated Port's Engineering Division staff within one business day if a utility identified on the Port's GIS is un-locatable in the field. The Port will provide an Engineering Division contact after this contract has been executed. o Notify the Port Engineering Division and Port Maintenance Division at the designated phone number within two (2) hours of becoming aware that any Port-owned facility has been damaged. (The Port will provide Engineering Division and Maintenance Division contacts after this contract has been executed.) Investigate all incidents of damage (referred to Contractor by City) for accuracy of the Locate(s) and submit to the City a written report of such investigations. The report shall include before and after photographs of the requested locate area and markings applied by the Contractor.
