The County of Lackawanna, on behalf of the five (5) participating municipalities of the regional planning association organized as the Northern Lackawanna Planning Association (NORLACK), is inviting qualified professionals to submit a written proposal in response to this Request for Proposals to provide consulting services for the purpose of developing a multi-municipal comprehensive plan and updating each municipality's zoning ordinance and zoning map in general consistency with the multi-municipal plan. The County of Lackawanna, through its Department of Planning & Economic Development, is coordinating and administering this project. It is the second regional planning effort of this kind in Lackawanna County. The five participating municipalities of NORLACK are located in northeastern Lackawanna County and include the City of Carbondale; the Boroughs of Jermyn and Mayfield; and the Townships of Carbondale and Greenfield. Together, they represent a mix of suburban and rural communities with a 2020 population of 16,126 and an area of 43.1 square miles. The NORLACK plan must be inclusive, innovative, and implementable in its attempt to address the concerns, challenges, and changes that have taken place over the past 20 years while crafting resilient strategies for community and economic development that capitalize on the region's assets. In addition to the zoning ordinances, current planning documents for the area include: Lackawanna-Luzerne Bi-County Comprehensive Plan, the Lackawanna-Luzerne Open Space, Greenways, and Outdoor Recreation Master Plan, the Lackawanna County Hazard Mitigation.
