The Governing Board of the St. Johns River Water Management District (District) is Initiating a Request for Qualifications Design Build, Whereby the District Will Procure This Project Through a Qualifications and Proposal Based Competitive Process: Respondents Submit Qualifying Information (Step 1) and Submit Technical/price Proposals (Step 2). The C-1 Canal Baseflow Treatment Project is a Pilot Project for One of the Full-scale Concepts Identified in the 2017 Indian River Lagoon Stormwater Capture and Treatment Feasibility Analysis. This Pilot Project Involves Pumping Water From C-1 Canal Into an Innovative Media-based Treatment System to Remove Nutrients and Then Discharging the Treated Water Downstream. The Project Will Be Sited Adjacent to the Ms-1 Structure. In Addition to Design and Construction, the Project Includes Operation, Monitoring, and Demobilization of the Treatment System. The Purpose of the Pre-submittal Conference is to Review Requirements of This Solicitation, and to Provide Respondents an Opportunity to View Project Site. Access to the Project Site is Limited; the Pre-submittal Meeting Will Be the Only Opportunity for Respondents to Visit and Review the Project Site. Request for Qualifications - Design Build Two-step Process. Step 1 of the RFQDB Process Includes Submission of a Qualifications Submittal to Include, but Are Not Limited to, a Letter of Interest, Qualifying Information on Professional Status, Experience, Capabilities, Project Understanding, Employees, Volume of Work, Workload, Willingness to Meet Requirements, Financial Capability, Legal Structure, and Minority Status. An Evaluation Committee Will Review and Evaluate Respondents' Qualifications. After Evaluations Are Complete, the Committee Will Select Up to Four Respondents Deemed Most Highly Qualified to Provide the Design-build Services and Proceed to Step 2 of the Process. Step 2 of the Rfqdb Process Includes the Submission of Competitive Technical/price Proposals. The Technical Proposals Will Include, but Are Not Limited to, Information on Project Implementation, Conceptual Design of the Treatment System and Water Quality Monitoring, and Effective Use of Resources, Project Schedule, and Equipment. Price Proposals Will Include the Total Cost of the Project and Cost Schedule.
