The Alexander City Housing Authority (hereinafter, HA or ACHA) is a public entity that was formed to provide federally subsidized housing and housing assistance to low-income families, within Alexander City, Alabama. The HA is headed by an Executive Director (ED) and is governed by a five-person board of commissioners and is subject to the requirements of Title 24 of the Code of Federal Regulations (hereinafter, CFR) and the HAs procurement policy. LAST DAY FOR QUESTIONS: Wednesday, December 27, 2023, at 2:00 pm (CST) Purpose :The Alexander City Housing Authority (ACHA) seeks proposals from qualified, licensed individuals and/or firms to provide work related to preparing vacant HA units for tenants. Method of Solicitation: ACHA is soliciting competitive proposals from qualified individuals and/or firms with a documented record of accomplishments providing the required services. The Request for Proposals (RFP) seeks to identify potential providers for the scope of services listed herein. The Respondent shall perform such services as required by ACHA to complete the work as defined herein and shall provide labor, materials, equipment (including all vehicles and any trailers required to perform tasks in the Statement of Work), and services necessary to perform and complete, in an acceptable manner, the tasks contemplated or otherwise required herein in accordance. Services to be rendered by the Respondent pursuant to this contract shall include, but are not limited to the following: The Respondent shall prepare vacant units for occupancy. CONTACT PERSON: Michelle Wingler, Procurement/Contract Manager, michellewingler@alexcityhousing.org This work generally consists of: Repairs-Minor replacement and/or repairs to the building and attached fixtures, including such work related to the floors; windows; window coverings; walls; cabinets; doors; hardware; appliances; plumbing; electrical; HVAC; etc o Painting- It is anticipated that the interior of the unit will typically be fully painted, though it is possible that the HA will only require the contractor to provide only touch-up painting services o Cleaning- Once the repairs and painting are completed, the successful bidder(s) shall clean the unit to bring it to a condition ready for move-in by the new tenant; including Removal and appropriate disposal of debris (typically, minor debris), especially the debris from the repair work Cleaning the structure and fixtures, including the interior/exterior; floors; windows; window coverings; walls; cabinets; doors; hardware; appliances; plumbing fixtures; electrical fixtures; HVAC grills; etc Procedure to Award (Task Order/ Work Order): Once a contractor has been chosen, the contractor and the ACHA representative (either the Maintenance Supervisor, Property Manager, or other designee) will meet at the applicable unit, inspect the unit, and mutually determine the extent of the required repair, painting and cleaning work and arrive at an agreed-upon cost. During the period of advertisement for this RFP, ACHA may wish to amend, add to, or delete from, the contents of this RFP. In such situations, ACHA will issue an addendum to the RFP setting forth the nature of the modification(s). ACHA will email (or send via regular postal mail or fax upon request) any addenda to Respondents of this RFP solicitation. Interested parties may also view addenda on ACHA During the period between issuance of this RFP and the proposal due date, no oral interpretation of the RFPs requirements will be given to any prospective respondent. Requests for interpretation must be made, in writing, by the questions due date and time as indicated on the coversheet (first page) of the RFP and sent to: Email: michellewingler@alexcityhousing.org All proposals must be submitted in accordance with the conditions and instructions provided herein and must remain open for acceptance for one hundred and eighty (180) days from the due date. Proposals should demonstrate detailed plans on how the Respondent intends to provide the required services in a manner that will result in the successful and timely completion of the service(s). In addition, the proposal should demonstrate the Respondents capacity and readiness to perform the Scope of Services immediately upon execution of a contract with ACHA. Finally, the proposal should include evidence of the Respondents previous experience and qualifications, relative to the provision of such services. Pre-bid Conference: No Proposals must be signed, sealed, and received in a completed form at ACHA, no later than the proposal closing date and time. Proposals submitted after the designated closing date and time could potentially not be accepted and could potentially be returned unopened to the originator. ACHA reserves the right to accept or reject any or all proposals, to take exception to these RFP specifications or to waive any formalities. Respondents may be excluded from further considerations for failure to comply with the specifications of this RFP. ACHA reserves the right to reject the proposal of Respondents, who have previously failed to perform properly or to complete on time, a contract of a similar nature. ACHA also reserves the right to reject proposals of Respondents who habitually, without just cause, neglect the payment of bills, or disregard their obligations to subcontractors, providers of materials, or employees. ACHA anticipates the award of an initial contract for a period of 1 year with the option, at ACHAs discretion, of four extension periods in one-year increments, for a maximum of 5 years. Proposals received after the deadline date and time may be determined unacceptable
