The Contractor shall provide pick-up, transport, recycling, and disposal services for used oil and hydraulic fluids; used antifreeze; used oil and hydraulic filters; and used oil, hydraulic, diesel fuel, and gasoline fuel filters; each in the manner specifically identified within this scope of work. Services shall be provided at various District Shops and Area Headquarters as identified on Attachment F. 2. The Contractor shall transport used materials in accordance with federal and state regulations including but not necessarily limited to EPA, DEQ, OSHA, VOSH, and DOT regulations, to ensure safe and environmentally responsible pickup, transport, recycling, and disposal of all materials. 3. The Contractor shall provide and deliver empty 55-gallon metal drum(s) or other approved sized containers to the locations identified on Attachment F. The drums will be used to place and store used oil and hydraulic filters, used diesel fuel filters, and a very minor quantity of used gasoline filters. The drums shall be in good condition properly labeled as "Used Filters" and shall have covers with a handle for easy removal and replacement. VDOT will provide the containers for used oil and used antifreeze materials. . The Contractor shall environmentally responsibly recycle, process, and/or dispose of materials only at facilities that are, where required to be permitted, permitted by, or, where not required to be permitted, located in the state in which the Contractor's facility is located. A United States Environmental Protection Agency (EPA) permit may substitute for a State permit. Used materials shall not be processed or disposed of outside the borders of the United States. The Contractor shall identify all proposed processing and/or disposal facilities and transport subcontractors in their bid response. The Contractor and any of their subcontractors agree to allow VDOT representatives access to their processing and/or disposal facilities during the normal business hours for audit and inspection purposes. VDOT reserves the right to audit/inspect the facilities prior to issuance of this contract. The Contractor shall ensure that used material shall be processed in a manner consistent with the facility's permit. 5. The Contractor shall be responsible (at no charge to VDOT) for the cleanup of any spills that occur during loading or transportation. Additionally, the Contractor shall be responsible for proper containerization, transportation, and disposal of all spill clean-up residue in accordance with State and Federal Regulations. 6. The Contractor shall plan and pick up the identified products at the estimated annual rate noted on Attachment F. Contractor will provide a telephone number for servicing to the VDOT Contract Administrator upon contract award. VDOT personnel at each location will contact the Contractor when pick-ups are necessary. The Contractor shall visit the site to perform the work within 48 hours of contact. Normal work hours when materials may be picked up are from 8:00 a.m. to 3:30 p.m., Monday through Friday, except VDOT observed State Holidays. 7. The Contractor shall possess and maintain during the contract period any necessary EPA, DEQ, and DOT permits to transport used materials and hazardous materials. Copies of these permits must be included with the bid response. Where permits are not required, a statement outlining the exemption must be submitted with the bid response. The Contractor shall maintain at their home office copies of all servicing records for review by VDOT, EPA, and/or Virginia Department of Environmental Quality verification and/or audit purposes. 8. The Contractor may invoice once each month for all work performed during the previous month. Invoices shall include legible completed copies of the contractor's Service Order forms that clearly show the quantities of the used materials picked up (number of drums and/or quantity of used oil/fluids), and a statement to the effect that "all used oil, used antifreeze, and used oil/hydraulic/fuel filters that were picked up from VDOT locations were properly recycled in accordance with EPA and DEQ Regulations". 9. VDOT reserves the right to add or remove services locations to the contract when required at the same contracted unit price. VDOT will provide at least 30 days' notice to the Contractor of the sites that are added or deleted. Question Deadline 01/02/2024 at 5:00 PM ET
