Planning for Hertel WWTF Replacement Site Directions: The WWTF is located on St Croix St, 0.36 miles north of State Hwy 70 in the community of Hertel in Webster, WI Site Address: Hertel Wastewater Treatment Facility Est. Completion Date: May 31, 2025 The St Croix Chippewa Indians of Wisconsin (Tribe) is soliciting proposals for professional engineering services for the planning and design of a new wastewater treatment facility (WWTF) to serve the Hertel community. The Tribe has been experiencing issues meeting their current National Pollutant Discharge Elimination System (NPDES) permit parameters with the existing WWTF. The sewage collection system and WWTF were constructed approximately 20 years ago so the Tribal Utilities Dept. would like to investigate the condition of the sewer main and manholes in conjunction with the design of a replacement WWTF. The Tribe is seeking a consulting engineer firm to complete the following: A) Draft a preliminary engineering report (PER) that reviews the existing WWTF influent loadings and flows, develops future loading and flows, develops construction cost estimate, life cycle cost estimates, and determines expected treatment capabilities of new WWTFs. The PER shall analyze the following alternatives as detailed in the RFP. B) Perform a groundwater flow study for the two Hertel community wells and provide an updated wellhead delineation report to analyze if if the proposed WWTF replacement and discharge method will negatively impact the community wells' zones of influence. C) Design and develop plans and technical specifications for the desired alternative selected by the Tribe. D) Complete an inspection of the community wastewater collection system (sewer main/laterals via closed-circuit television (CCTV) and manholes via electronic scan) and provide a detailed report identifying sources of inflow and infiltration, and any other visible damage. The method of Contractor Selection has not been Determined at this time.
