Site work and paving for a mixed-use development in Fort Belvoir, Virginia. Completed plans call for site work for a 118,887-square-foot, four-story above grade parking garage; 174,858-square-foot, two-story above grade road / highway; sidewalk / parking lot; for paving for a sidewalk / parking lot; and water / sewer project.

The scope of this project include, but is not limited to, the following: site work and paving for a 118,887-square-foot, four-story above grade parking garage, and associated sidewalk / parking lot. As of July 26, 2024, a general contractor for this project has been awarded, but the project has not yet begun construction. The awarded GC is waiting on a Notice to Proceed (NTP), which they should receive within a week. **1/19/2024: UPDATE to gain access to the specifications and drawing please provide your CAGE code to ericka.t.collns@usace.army.mil and patricia.morrow@usace.army.mil. Ensure you receive confirmation of receipt of your email.** The Government has a requirement for construction services for construction of the HQ Annex at FBNA. This project consists of, along with incidental related work, 4-story office building 118,887 square feet of space to accommodate 650 personnel, referred to as the Headquarters (HQ) Annex and a 2-story, 174,858 square feet open parking facility for 517 vehicles with new traffic pathways on a 24-acre site all within an expanded secure perimeter adjacent to the NGA East Campus on Fort Belvoir North Area. Note: The RFP attachments lists says Div_01-05 for Volumes 2A-2D. The correct attachments are in the file and are labeled as such: Vol_2A__Div_01-05, Vol_2B__Div_06-14, Vol_2C__Div_21-26, and Vol_2D__Div_27-34. This will be corrected in an upcoming amendment. Project Title: Headquarters Annex at Fort Belvoir, Virginia This proposed procurement is Full & Ope Competition (Unrestricted); NAICS 236220 Commercial and Institutional Building Construction w ith a size standard of $45,000,000. Magnitude of Construction: Betw een $100,000,000 and $250,000,000. This is a Firm-Fixed Price (FFP) Design-Bid-Build Construction contract utilizing the Best Value Tradeoff Process Request for Proposal (RFP) IAW FAR 15.101-1. Technical inquiries and questions relating to this solicitation are to be submitted via Bidder Inquiry in ProjNet at (https://www.projnet.org) No Later Than (NLT) 10:00 A.M. (EDT), 02 February 2024. To submit and review inquiry items, prospective vendors will need to use the Bidder Inquiry Key presented below and follow the instructions listed below the key for access. A prospective vendor who submits a comment /question will receive an acknowledgement of their comment/question via email. Another email to the same address will notify the prospective vendor once the reply is available for viewing. *The value for this project is based on a financial range. The value is listed as the highest possible cost from the range provided by a stakeholder or official project document. The HQ Annex building includes secure areas, as noted on the Contract Drawings, and secure areas materials and components shall comply with UFC 4-010-05 and IC Tech Specs for ICD/ICS 705 and will fully meet and pass all accreditation. The building support spaces include open office seating, collaboration areas, private offices, meeting rooms, secure analysis area, shared spaces and machine rooms. It is designed to a minimum life of 40 years, and incorporates sustainable design practices, resiliency, and will be LEED for New Construction v4 Silver certified, as defined by the DD Form 1391. Site improvements to accommodate increased personnel within the site area includes adjustments to existing traffic signal intersection and creating a new 5 legged roundabout inside NGA's existing secure perimeter. The project includes Building Information Systems with Energy Monitoring Control Systems (EMCS), Cybersecurity Systems, and service connections for water, sewer, electrical, and communications systems with some shared efficiencies of utilities and service connections back to existing NGA Central Utility Plant. AT/FP measures will be in accordance with DoD Minimum Anti-Terrorism Standards for Buildings. Features will include security facility access control, setbacks, blast resistant exterior, Intrusion Detection Systems (IDS)/ Perimeter Intrusion Detection Systems (PIDS), and progressive collapse requirements. Site preparation and coordination includes standard clearing and grubbing, cut and fill, grading, environmental protection measures, and site demolition. There are critical construction activities for overall site security and infrastructure based on development within areas along the existing NGA fence line to allow expansion of secure fencing with new DIA HQ Annex site area as stated in spec Section 01 14 00 WORK RESTRICTIONS. Activities occurring outside construction fence line, or inside of the NGA secure fence line, or requiring roadway modifications shall be carefully scheduled as stated in spec Section 01 35 13 SPECIAL PROJECT PROCEDURES. The surrounding hardscape which is comprised of a concrete apron, sidewalks, and asphalt pavement will be created to mimic NGA. Site improvements will include storm drainage, curb and gutter, walkways, parking structure, and landscaping. Demolition consists of excavation of existing earthwork and minor utility infrastructures to accommodate the new facility at the existing NGA site.
